(See page 7)

BIDS - TRACTOR-LOADER:
City llanager Henry reviewed a tabulation of bids for the purchase of one
tractor.-loader. Since Case Power & Equipment Co. do not meet the 8?ecifica-
tion, the administrative forces recommended that the contract be awarded to
Ill-~ Bobcat in the amount of $7,700.00, the lowest qualifying bid.

During discussion that followed, Councilman %1eissenburger raised the question
of whether it might not be judicious to redraft the specifications --
whether a less expensive tractor loader would not do the job. City J~[anager
Henry answered questions, and there was discussion.

Councilman Lieberman moved that the recommendation of the administrative
forces be approved and that contract be awarded to Ill~ Bobcat in the
amount of $7,700.00. ~tion was seconded by Councilman Grimm and unanimously
carried.

BIDS - SALT AiiD AGGREGATE SPREADERS:
City ~.~anager Henry revim~ed bids which had been received for supplying two
salt and aggregate spreaders. He said that the bid of Fiberglas Products,
Inco, Newton Kansas, complies with the specifications with the exception
that the material hopper is constructed of reinforced fiberglass rather
than steel~ and a very significant advantage of this construction is its
resistance to the corrosive effects of salt. He said tie spoke to the ~ansas
Highway officials and they have expressed an excellent record of usage and
low maintenance. Fiberglas Products has submitted a bid in the amount of
$6,680.00, and the administrative forces recommend that the contract be
awarded to Fiberglas Products, Inc.

There was discussion. Councilman Adams asked whether the two other bidders
had been asked for bids on the material hopper of reinforced fiberglass
and ~. Rede, Assistant City Engineer, indicated they had not.

Councilman l'~issenburger asked that the ~nutes reflect that he had raised
a question as to when, and when not, the Council can approve bids which
are different than the specification requirements; he added that he doesn't
think the Council can act on bids such as this, without resubmitting it.
Councilman Glickert and Councilman Adams concurred in Councilman l~eissen-
burger:s view, pointing out it would be unfair to the other bidders to
