[~s~ion 1106, 1-~inutes
June 23, 1975

Page 8

or not additional General Fund money should be given to the Library, possibly
at the $7,000 level if they shut do%m on the Bookmobile, would balance the
budget° l{r. Bruce Collins, Director of the Library, was invited to come
fo~;ard.

Hr. Collins stated that the Library Board met on June 12th and at that
time he presented an alternative in regard to the cut that would be neces-
sary if they do not receive the additional 2¢ levy. He said that the
Assistant in the Childrens' Library is ill and probably will not return to
work at the Library. The Bookmobile driver has advised the Board that he
will work for another year and then return to school. He observed that if
this is a situation that they will face next year, he feels this can be
done at this time, and only the one person would be dismissed and he can
proceed with his graduate studies a year early. The Bookmobile Librarian
would then move into the Childrens' Library as an Assistant. He pointed
out that the use of the Bookmobile is declining and the equipment is very
old. This cut can be made, the Sunday hours would be kept, but the Library
would close at 8:30 P.I~. instead of 9:00 P.!~. on ~onday through Thursday.
~.~ro Collins said this would bring the budget into balance. Also, he said,
he had suggested to the Board that the Van should be kept and arrangements
can be worked out whereby large numbers of books can be dropped off at one
time, and this is how it could be worked with the schools and private in-
stitutions.

~-~o Collins answered questions, lie explained their Shut-In program. As
for the hours~ ~-~r. Collins felt they would have to experiment. He said it
is also possible that they will start charging for meeting rooms. Council-
man Uerner asked whether they could keep the Library open if the Council
added $2500 and ~. Collins replied that they could do so.

~yor Kaufman said the basic question has been posed as to whether the
Council ought to approp=~ate $2500 so that there will be no change in the
closing hours° The ~yor added this appears to be a very sound suggestion.
Councilman Werner moved accordingly.

There was discussion concerning attendance at the Library. Hr o Collins felt
that it would be feasible to cut the hours half an hour a day ~nday through
Thursday. Councilman Glickert said she wonders whether it would be more
to the residents~ benefit to cut out half an hour in the morning~ that is,
change from 9~00 A.M. to 9:30 A.~f. for the opening of the Library and con-
tinue to close at 9:00 P.~[., and shift the pattern of the employees to do
the housekeeping from 8:30 to 9:00 in the evening. Mayor Kaufman observed
that he doesn't think this ought to be done this year, but in view of the
suggestion that has been made, it can be evaluated in the interim.

Councilman Grimm moved that the recommendations of the Library Board be ap-
proved, l~otion was seconded by Councilman Ueissenburger and unanimously
carried.

Councilman Grimm brought up the matter of flooring in the Council Chamber,
and stated that he does not feel there is a need for carpeting, i~. Ellman
pointed out that the type of tile %~ich covers the Chamber is no longer
available and~ therefore, it is virtually impossible to get replacement
tile for the tiles that break. He said that ~. ~urphy has recommended
deep navy blue carpeting. Continuing to answer questions, ~1r. Ellman said
that originally the Chamber had been carpeted. He said that the draperies
