Council- <br />man Glickert felt that it would be more important to have new draperies than <br />carpeting. }iro Ellman also felt that tl~e carpeting would be important from <br />the standpoint of improving sound in this Chamber. <br /> <br />Councilman Grimm suggested that the matter of carpeting on the fifth floor <br />be postponed for one year~ and he moved accordingly. ~otion was seconded <br />by Councilman Glickert. <br /> <br />lIayor Kaufman felt the Council ought to move fo~ard with installation of <br />the carpeting from the standpoint of appearance as well as acoustics, and <br />he added that he would hope next year the draperies can be replaced. Coun- <br />cilman Lieberman observed that he agrees with tlayor Kaufman and the Council <br />ought to proceed on a piece-meal basis. Councilman i~issenburger felt that <br />aesthetically the carpeting would do a great deal to improve the room. <br />Councilman Glickert did not feel that the present floor is in too bad a <br />condition. <br /> <br />Councilman Lieberman called for the question. Upon roll call, the follow- <br />ing vote was recorded: AYES: Councilmen Grimm, l~erner, and Glickert. NAYS: <br />Councilmen Lieberman, Adams, l~issenburger and ~yor Kaufman. ABSENT: None. <br />The motion failed. <br /> <br />City i~nager Henry recommended reinstating one Patrolman. lie explained <br />that a Captain's position had been created by converting a Patrolman. <br />Councilman Lieberman said he feels that Patrolmen on duty are a much needed <br />asset in this community. He said there are a number of things that have <br />to be viewed: the safety of the community (~atever is approved toni~lt <br />cannot be on the street for one full year) dealing with a citizen reaction <br />to the community° As a desirable place to live, it depends on many things~ <br />the image of the community in terms of public safety, must be carefully <br />maintained° He felt that the members of the Council must treat this obliga- <br />tion with a great deal of integrity. Ite pointed out that a report from <br />the administrative forces indicates that certain needs must be met in <br />order to continue good organization and response time, and to maintain the <br />image of the entire community as a good place to live. tie commented that <br />the funding of the Police Community Relation runs out on June 30th; it has <br />done an excellent job and to drop it at this point would be a mistake, in <br />fact, a real disaster° <br /> <br />Councilman Lieberman said he wants to see the reinstatement of the Patrolman <br />that the City ~nager has mentioned, and to also continue the P.C.R. unit <br />which would mean three additional paid employees. Councilman Glickert said <br />she shares Councilman Lieberman's feelings. She said the study that was made <br />by Washington U. on University City's outward migration of people from Univer- <br />sity City and inward migration of people, gave the University City Police <br />Department an excellent rating and she said it is important to continue to <br />have this kind of feeling among the people. She added that if the Police <br />Department cannot respond to the calls, it will be devastating to this com- <br />munity. She said she would like to endorse the request for additional Police <br />Officers. Councilman Glickert was of the opinion that the residency allow- <br />ance should be raised to $80 per month° <br /> <br />Chief Damos was called fo~gard to testify on the needs of the Police De- <br />partment and was closely questioned by members of the Council. Chief Damos <br />informed the Council that Detective Charles Drummond has retired from the <br />Department after 30 years of service to this City. lie said that Detective <br /> <br /> <br />
