Session 1106, l~nutes <br />June 23, 1975 <br /> <br />Page 10 <br /> <br />Drummond was a dedicated employee and had an excellent record. Councilman <br />Weissenburger suggested that on behalf of the Council a resolution should <br />be sent to Detective Drummond on his retirement,commending him for 30 years <br />of service. It was a§reed that this should be done. <br /> <br />In response to an inquiry by Councilman Glickert, Chief Damos said he en- <br />forces the concept of increasing residency all~zances, fu~swering Council- <br />man Weissenburger, the Chief said the force is n~ at full strength, lie <br />said he feels that the Cadet program is preferable to the para-professional. <br />As to the number of Cadets desired, Chief Damos said 12 would be a good <br />number and he pointed to many jobs that they could perform. <br /> <br />Councilman l~erner asked Chief Damos if he would propose a charge for false <br />alarms for servicing on burglar alarms, within the next three weeks, and <br />the Council would then make a decision. He asked Chief Damos ~y, on Satur- <br />day night when problems arose and it was necessary to call somebody in on <br />overtime, that he didn't contact the Fire Department. Chief Damos replied <br />that he does not command the Fire Department; no request was made of the <br />Fire Chief. Councilman I~rner said he feels that the Charter Revision <br />Committee should review the whole matter of chain of command, and hopefully <br />this will be explored. As to the residency allowance, Chief Damos felt <br />this is very important, and venturing a guess he said that he believes one <br />out of four o~.m their ~m homes, lie said he is not ~gare of any employee <br />dissatisfaction in the civili~ and non-commissioned ranks ~ere they are <br />not getting the residency payment, but he is aware from time to time of <br />dissatisfaction from commissioned officers. In response to Councilman <br />~erner~ Chief Damos reviewed the salary structure, the back-up and equip- <br />ment. <br /> <br />Councilman Werner asked Chief Damos which he would prefer if he had his <br />choice between four Cadets and 2 Patrolmen and the Chief answered that this <br />is not a choice and he cannot really answer it. He again emphasized the <br />need of additional Police to maintain services. Pressed by Councilman <br />~.;erner for an answer as to a choice, the Chief of Police said he would <br />take the 2 Patrolmen because they certainly can do the functions of the <br />Cadets. <br /> <br />In reply to a question by the !fayor, Chief Damos said that roughly 50~% of <br />the Cadets wind up entering the Academy. lie said it is much cheaper when <br />the City loses a Cadet either throu~ dismissal or resignation, as opposed <br />to a Police Officer. There was further discussion of Cadets vs. Policemen. <br /> <br />Councilman Lieberman asked about the need for an additional Juvenile <br />Officer to be added to the Detective Bureau and Chief Damos commented on <br />the justification for an additional Juvenile Officer. lie said this would <br />permit covering more ground and would permit working with the juveniles in <br />greater depth° lie said it is necessary to buttress the present 3 officers <br />with a fourth° <br /> <br />Councilman Adams agreed with the request for an increase in the residency <br />allowance, lie asked Chief ~ how he feels about having a Public Safety <br />Officer who would be trained as a Police and Fire Officer, who would re- <br />spond to both Police and Fire situations. Chief Damos said he would <br />hesitate to respond to that question, at this point. <br /> <br />Councilman Glickert said she can see no justification for paying non- <br />uniformed people to reside within the City, but she can see complete <br /> <br /> <br />
