Session 1106, I.~nutes <br />June 23, 1975 <br /> <br />Page 11 <br /> <br />justification in giving a residency allowance to the Public Safety <br />Officer, particularly the Police Officer, because he is on duty 24 hours a <br />day. Councilman l~erner countered that he has no real objection to the <br />residency allowance, but feels there may be problems if it is not offered <br />to the non-uniformed people and there is also the possibility that the <br />offer may be disproportionately favoring the very young who will move into <br />apartments. Councilman Adams observed that he goes along with the idea of <br />requiring new Policemen to live in University City. ~ayor Kaufman pointed <br />out there could be a recruitment problem. <br /> <br />The l~yor said he would like to have prepared a review of figures, etc., <br />since the beginning of the residency program, in terms of ~at impact this <br />had on the increased residency in the community. <br /> <br />Councilman Lieberman said Police Chief Damos had mentioned one t~Tarrant <br />Officer is necessary, and discussing this in more detail, the Chief ex- <br />plained that it has been found that the Department is not able to keep up <br />with serving ~e warrants of the University City Court. lie said that present- <br />ly this is being done on a time and a half basis (overtime) by men in the <br />Department. <br /> <br />I~yor Kaufman thanked Chief Damos for his presentation. (See below) <br /> <br />I:RCESS: <br />At 11:25 P.I~. the }iayor called for a brief recess and at 11:35 P.Ii. the <br />Council reconvened. <br /> <br />1~. Eugene Schwartz, 7207 Pershing Avenue, commended the Council for its <br />intelligent discussion and arguments with regard to the Budget and bids. <br />He said he is more concerned with the quality of the Police than with the <br />nu~er of Police. lie expressed the view that there is a need for a Planning <br />and Research Department here. lie pointed out that the City is not using <br />the Pre-Warn System to its fullest extent, lie said he is very disappointed <br />in the lack of support for human resources here, and he felt the preventive <br />measures are not being supported. He also commented that the staff is not <br />being trained to do the job of community control as it does relate to the <br />PCR. He said he is not too concerned about adding three, six or ten men <br />to do PCR~ he is more worried about teaching each patrolman to do PCR, and <br />he would like to have one man who is responsible for training in the In- <br />Service Department. lit. Schwartz said he believes that University City is <br />too large to have combined Police and Fire personnel, lie said he is in <br />favor of the Residency allowance. <br /> <br />Following discussion, Councilman Lieberman moved that an additional six <br />Police Officers should be placed in the Budget at a cost of approximately <br />$90,000. Three would be PCR officers, 2 Patrolmen and 1 Juvenile Officer. <br />Further~ that the Budget income would reflect an additional 8¢ in property <br />tax in order to accomplish this. l~tion was seconded by Councilman Glickert. <br /> <br />Councilman Werner said he doesn't think the City can afford this type of <br />additional expansion, and he would be opposed to the total package that <br />Councilman Lieberman is talking about, lie said he believes there should be <br />some adjustments and he offered these alternatives: change some of the <br />Cadets for Police Officers; eliminate three of the Cadet positions for two <br />officers or apply to CETA for Cadets. City I~anager tlenry said he doesn't <br />know whether CETA would authorize additional positions. Of the present <br />Cadets, five are authorized positions and three are CETA. <br /> <br /> <br />
