Special Session 1079, ~.inutes <br />June 26, 1974 <br /> <br />Page 11 <br /> <br />Bills for Third Reading, continued: <br /> <br />BILL NO. 6998 - GROSS RECEIPTS TAX - WATER COMPA~ES: <br />Bill No. 6998 was given its third reading and adopted as Ordinance No. 4859, <br />following first and second readings, as below. <br /> <br />BILLS FOR SECOND READING: <br /> <br />BILL NO. 6992 - FRANCHISE CONTRACT WITH LACLEDE GAS COMPANY - TEN YEAR PERIOD: <br /> <br />Bill No. 6992 was given its second reading. <br /> <br />Bill No. 6992 was given its third reading. <br /> <br />Councilman Woods moved that Bill No. 6992 be adopted as an ordinance. Motion <br />seconded by Councilman Lieberman. Upon roll call, the following vote was re- <br />corded: AYES: Councilmen Lieberman, Woods, Werner, Weissenburger, Glickert <br />and Mayor Kaufman. NAYS: None. ABSENT: Councilman Grimm. The motion there- <br />fore carried and Bill No. 6992 was adopted as Ordinance No. 4853. <br /> <br />In casting his vote, Councilman Werner said he intends to vote AYE and ex- <br />plained that he understands Laclede Gas Company has been cooperative, but <br />if, during his tenure on the Council, the franchise for Union Electric comes <br />up he intends to have it reviewed very carefully. <br /> <br />BILL NO. 6993 - TAX LEVY ORDINanCE: <br /> <br />Bill No. 6993 was given its second reading. <br /> <br />Bill No. 6993 was given its third reading. <br /> <br />Councilman Weissenburger asked what the effect is of dollars in a 1% increase <br />in the utility tax. This was discussed in some detail by Mr. V. A. Ellman, <br />Director of Finance, who said he believes the public relations job of trying <br />to explain this would be very difficult. <br /> <br />Mayor Kaufman said that while in San Diego recently he found that many <br />municipalities in California levy a tax on real estate sales and it generates <br />a considerable amount of income; he added that he doesn't know how popular <br />that would be with the local State legislature. <br /> <br />Councilman Weissenburger moved that Bill No. 6993 be adopted as an ordinance. <br />Motion seconded by Councilman Werner. Upon roll call, the following vote <br />was recorded: AYES: Councilmen Lieberman, Woods, Werner, ~;eissenburger, <br />Glickert and Mayor Kaufman. NAYS: None. ABSENT: Councilman Grimm. The <br />motion therefore carried and Bill No. 6993 was adopted as Ordinance No. <br />4854. <br /> <br />BILL NO. 6994 - COMPENSATION ORDINANCE: <br />~yor Kaufman called attention to a memo from Mr. V. A.
