Special Session 1079, ~.inutes June 26, 1974 Page 11 Bills for Third Reading, continued: BILL NO. 6998 - GROSS RECEIPTS TAX - WATER COMPA~ES: Bill No. 6998 was given its third reading and adopted as Ordinance No. 4859, following first and second readings, as below. BILLS FOR SECOND READING: BILL NO. 6992 - FRANCHISE CONTRACT WITH LACLEDE GAS COMPANY - TEN YEAR PERIOD: Bill No. 6992 was given its second reading. Bill No. 6992 was given its third reading. Councilman Woods moved that Bill No. 6992 be adopted as an ordinance. Motion seconded by Councilman Lieberman. Upon roll call, the following vote was re- corded: AYES: Councilmen Lieberman, Woods, Werner, Weissenburger, Glickert and Mayor Kaufman. NAYS: None. ABSENT: Councilman Grimm. The motion there- fore carried and Bill No. 6992 was adopted as Ordinance No. 4853. In casting his vote, Councilman Werner said he intends to vote AYE and ex- plained that he understands Laclede Gas Company has been cooperative, but if, during his tenure on the Council, the franchise for Union Electric comes up he intends to have it reviewed very carefully. BILL NO. 6993 - TAX LEVY ORDINanCE: Bill No. 6993 was given its second reading. Bill No. 6993 was given its third reading. Councilman Weissenburger asked what the effect is of dollars in a 1% increase in the utility tax. This was discussed in some detail by Mr. V. A. Ellman, Director of Finance, who said he believes the public relations job of trying to explain this would be very difficult. Mayor Kaufman said that while in San Diego recently he found that many municipalities in California levy a tax on real estate sales and it generates a considerable amount of income; he added that he doesn't know how popular that would be with the local State legislature. Councilman Weissenburger moved that Bill No. 6993 be adopted as an ordinance. Motion seconded by Councilman Werner. Upon roll call, the following vote was recorded: AYES: Councilmen Lieberman, Woods, Werner, ~;eissenburger, Glickert and Mayor Kaufman. NAYS: None. ABSENT: Councilman Grimm. The motion therefore carried and Bill No. 6993 was adopted as Ordinance No. 4854. BILL NO. 6994 - COMPENSATION ORDINANCE: ~yor Kaufman called attention to a memo from Mr. V. A. Ellman, Director of Finance, recommending certain changes be made to the Compensation Ordinance (Bill No. 6994) as follows: On page 2, the classification of Laborer should have a monthly salary range of $566 to $657.
