Special Session 1079, Minutes <br />June 26, 1974 <br /> <br />Page 4 <br /> <br />concern is not knowing ~ere the money is to come from -- it must come from <br />somewhere else. <br /> <br />Following further discussion, Councilman Werner moved that $5,000 be added <br />to the proposed expenditures with the understanding that no monies be spent <br />until the Council receives additional information from the administration. <br /> <br />Mr. Ellman said he thinks it would be best, if the Council wishes to proceed, <br />to show this as Recreation Department for capital expenditures and ha diA- <br />cussal che status of the Contingency Fund, explaining that only a relatively <br />small amount remains. <br /> <br />Mayor Kaufman said he thinks it should be made clear that whatever action <br />the Council takes on this, it should not be construed by the agency as a <br />commitment to allocate any dollars until the final consideration by the <br />Council. <br /> <br />Ail motions up to this point failed for lack of a second. <br /> <br />Councilman Woods moved that $5,000 be added to the Recreation Capital Outlay, <br />B-3.12 and to increase the unappropriated surplus by $5,000. Motion seconded <br />by Councilman Glickert. Ail members of the Council voted AYE with the ex- <br />ception of Councilman Weissenburger who voted NAY. The motion therefore <br />carried. <br /> <br />On the subject of Animal Control, Councilman Lieberman said as he understands <br />the proposal and response to his request to consider additional Animal Con- <br />trol per week, it was to: <br /> <br />1) Agree to proceed with purchasing a new truck. <br />2) Agree to rent a truck in the interval between now and the time <br /> a new truck might be available. Cost of rental is $900. <br />3) To employ a summer youth employee for 30 hours a week to supple- <br /> ment the existing 20 hours per week (which would actually provide <br /> a little over 40 hours a week, at least through the summer months). <br /> <br />City Manager Henry discussed both the City and County Animal Control schedules <br />and programs for the balance of the fiscal year. Councilman Uoods concurred <br />in the view expressed by the City Manager that adding a truck would provide <br />more efficient and increased animal control. <br /> <br />Follo%~ng further discussion and questions, Councilman Lieberman felt <br />strongly that the program, as projected, is still very inadequate and that <br />the matter of Animal Control is one of public safety, and is a problem <br />second only to crime. He classed it as an A-1 priority. <br /> <br />¥~ith respect to the matter of Drop Day expansion, Councilman Lieberman said <br />he does not think the reply which was received from the administrative forces <br />was an answer to the question which he had posed with regard to cost to ex- <br />pand the Drop Day by one more day per month. City Manager Henry explained <br />that an extra day would cost in the areaof $120 to $130 and he felt that <br />Mr. Dieckgraefe's memo did answer the question of h~ the problem can best <br />be solved and would be glad to extend the day if there seems to be a demand. <br />Discussion followed, and Councilman Woods expressed the view that if the over- <br />load in Spring and Fall warrants, additional time could be added on the same <br />day. <br /> <br />Councilman Lieberman referred to the matter of the backlog in cases up for <br /> <br /> <br />
