He stressed that in light of the <br />very tight budget this year the Council must approach this request in a very <br />realistic manner, and must not act precipitously. <br /> <br />Mrs. Mann observed that there is no other comparable non-profit Day Care <br />Center in U. City with the exception of the JCCA Center which will be moving <br />out in January of 1975. Councilman Lieberman again supported Hrs. Mann. <br /> <br />Councilman ~eissenburger said he would not like to be put in the position <br />tonight of voting against a Day Care Center, but ~¥nen the Council is consid- <br />ering a reduction in the Fire Department staff by three Firemen, and putting <br />one piece of fire equipment in reserve, in order to balance the Budget, he <br />finds it difficult to support the Center's request for $10,000. He pointed <br />out that it ha~ been necessary to dip into the Contingency Fund to take care <br />of street improvements for which the City is obligated at this particular <br />point. <br /> <br />There w~s no second to Councilman l~erner's motion, and he withdrew the <br />motion. <br /> <br />Councilman Werner thereupon moved that $5,000 be added to the Contingency <br />Fund (available for Day Care Centers) but that no commitment be made until <br />the Council receives a further and fuller report. <br /> <br />Councilman Lieberman moved that a line item be placed into the Budget for <br />the purpose of identifying and setting aside monies for Day Care Centers, <br />subtitle "Equipment" in a minimum amount of $5,000. <br /> <br />In response to a question by Councilman Glickert whether the money is needed <br />before they can open the doors of the Day Care Center, >Irs. Dubinsky explain- <br />ed that they need the funds to properly operate the Center, but do not need <br />the money immediately in order to open. She discussed the urgent need for <br />a non-profit Day Care Center in University City. <br /> <br />Councilman l~oods explained that she feels it is necessary for the Council to <br />have an evaluation of how the Center plans to operate and what their needs <br />really are. She expressed some concern that while the Council is very <br />sympathetic to their needs, a precedent may be established which would be <br />difficult for the Council to control. She felt that as more detailed plans <br />on equipment are d~veloped the Council would have more to go on -- better <br />documentation would be helpful. <br /> <br />Mrs. Dubinsky felt that the Day Care Center is important to the City J~ en- <br />couraging the kind of young families it would like to attract, to move to <br />University City. Councilman Lieberman continued to speak in behalf of the <br />Center. Councilman Glickert observed that she does not believe the Council <br />is not responsive to the needm of the Day Care Center, but is trying to find <br />a way to handle the situation which is legally proper, whether it be through <br />the Contingency Fund, or some other method. <br /> <br />Councilman Lieberman again urged that this be made a line item in the Budget, <br />so that the Board of the Day Care Center will be encouraged to continue <br />their efforts. <br /> <br />Councilman Woods suggested the possibility of adding money to the Recreation- <br />al Equipment account in the Budget with some sub-category, and she said her <br /> <br /> <br />
