Special Session 1079, Minutes <br />June 26, 1974 <br /> <br />Page 2 <br /> <br />schedule and the method of administering it, this can be put into affect. <br />Councilman Lieberman charged that this matter has been brought up a number <br />of times, but nothing has been done about it. ~ae City Manager was of the <br />opinion that an increase in dog license fees should not be a method of bolster- <br />ing dog control service, lie felt to do so would be penalizing owners of <br />licensed dogs since unlicensed dogs are usually the cause of most of the prob- <br />lems. tie pointed out that the administration of such a program would be very <br />difficult. <br /> <br />Mayor Kaufman suggested that the City Manager prepare recommendations with <br />respect to a new scale of dog license faes and methods of administering them. <br /> <br />In connection with a request made by the U. City Day Care Center, the l~ayor <br />referred to an opinion submitted by Mr. Jerome U. Sandweiss, attorney, on <br />provisions of the statutes and regulations relating to the Federal Revenue <br />Sharing Program to the effect that governmental units who are recipients of <br />revenue sharing funds may allocate funds to private organizations. The <br />~layor said the letter was received this eve~ing and he expressed the opinion <br />that this can be reviewed and subsequently the Council can come to a decision, <br />He added that he did not think it would be fair to ask the Council to act on <br />this matter this evening. <br /> <br />Councilman Lieberman, h~ever, took the position that it is important that <br />the Budget should consider and respond to the needs of the community and he <br />felt that the U. City Day Care Center allocation of $10,000 should be in- <br />cluded as a line item in the Budget to reflect concern of the City with Day <br />Care Centers. <br /> <br />Mrs. Ruth Mann, President of the U. City Day Care Center, upon inquiry by <br />Councilman Glickert, stated that they have completed arrangements today for <br />occupying a larger space in Shaare Emeth Temple, and will be able to accom- <br />modate more children. It will be necessary to re-supply the inside equip- <br />ment. She said that they will be paying rent for the new quarters. Assisted <br />by Mrs. Dubinsky (Treasurer), Mrs. Mann continued to answer questions posed <br />by members of the Council. They assured the Council that their request for <br />funds is a one-time request and will not be a recurring one; that once they <br />are established, they will not require additional assistance from the City. <br />They stated that they have not been rendering service to children who live <br />outside of University City. <br /> <br />Councilman Werner moved that the Council make an addition of $5,000 as a <br />Budget item "for the term Day Care Center." lie said there are a number of <br />unresolved questions in his mind - legal and practical - unresolved aspects <br />before he feels the money should actually be appropriated. <br /> <br />Councilman Woods said while she has some sentiment for support of the Center, <br />she has grave concern about doing this. The only way, she continued, that <br />she feels the Council can add any money at all would be by putting a line <br />item in for Recreational Equipment under the ~uman Resources Department <br />whereby the City would retain control. <br /> <br />~{ayor ICaufman was of the opinion that a better procedure would be to have <br />a more specific review and investigation of the overall Day Care problem in <br />the community before taking action on one agency, lie pointed out that other <br />Day Care Centers can develop quickly who might taen make a request for funds <br />from the City. He pointed out further that after consideration, if the <br />Council wishes to proceed to appropriate funds, this can be done through <br /> <br /> <br />
