He said with the University City Firem~, for several years <br />this has been somewhat of a sore point bec~se of rising food costs. It <br />is a City raquirement that the Fire~n have their m~als here, and he said <br />he feels there is a great deal of j~s~ification in rmcommending that the <br />food allowance be approved. !~e poir.ted out that th~ size of the department <br />is to be reduced and this will resumer in more activity for the people who <br />are on duty. <br /> <br />Councilman Werner continued his argument agaf.nst th~ allowance, maintaining <br />that there is no warrant for it. {ouncilman Glickert pointed out that it <br />has been a tradition in University City to hmve such an allowance, and as the <br />City ~anager had pointed out, it ~¢es not go ~irectly to the Firemen - it <br />goes into the commissary, and she felt it woutd not 'be out of line to provide <br />this allowance. <br /> <br />Mayor ~aufman said he recognizes Coancilman W~orner's objections, and when <br />the time comes that Firemen work ~h~ same houws as other employees, considera- <br />tion may be given to cutting out the allowanc~, but since a long-standing <br />tradition has been established and the City M;nager has recommended the <br />allowance, he would be inclined to accept tha~ recommendation. Discussion <br />continued. Councilman ~oods said she agree~ ~ith Councilman Werner in <br />principle, but intends to vote for it because ~he City Manager has recommend- <br />ed it; however, she said she is determined to :fy to see that something is <br />done over this next year about pro~lems in the Fire Department. <br /> <br />Upon poll of the Council, the follo~ing vote wa~ recorded: AYES: Councilmen <br />~ieberman and Werner. NAYS: Councilmen Woods, ~.~eissenburger, Glickert and <br />Mayor ~aufman. ABSENT: Councilman Crimm. The motion therefore failed to <br />carry. <br /> <br />Councilman Weissenburger moved that the City Manager be instructed not to <br />fill the next three vacancies that occur in the Fire Department. After some <br />discussion, it was agreed that the City ~anager understands the sense of the <br />Council and the motion is not necessary. <br /> <br />Councilman Weissenburger (Council representative on the Board of Trustees of <br />the Police and Firemen's Pension Fund) stated that at a recent meeting, the <br />Board of Trustees recommended that the limits on retired personnel, be upped <br />to $300 a month and to $150 a month minimum for eligible widows. This would <br />increase the City's annual contribution by $4,317. He moved that the minimum <br />benefits be accepted by the Council in accordance with the recommendation of <br />the Board of Trustees. <br /> <br />Mayor Kaufman suggested that since this information was received only this <br />evening, it might be well to consider this at a latar time, and he added <br />that if necessary the Contingency Fund could be used. Councilman Weissen- <br />burger felt that the Council should act on this matter tonight. Councilman <br />Lieberman seconded Councilman Weissenburger's motion. There was further <br />discussion. Councilman Werner said he shares the ~iayor's views and felt <br />this should be deferred for further examination. <br /> <br /> RECESS: <br />A t this juncture~ 9:50 P.M., Mayor Kaufman called for a brief recess and at <br />10:05 P.M. the Council reconvened. <br /> <br />The Mayor called attention to the motion and the second on the floor. <br /> <br />Councilman Werner moved that the matter be tabled until the next meeting so <br /> <br /> <br />
