Green, again addressing the Council, said he had made a personal traffic <br />survey and with the exception of possibly 7:00 to 8:00 in the morning and <br />5:00 to 6:00 in the evening, he found there is no traffic on Olive Boule- <br />vard. <br /> <br />~..Ir. Boecer indicated he had no other speakers to introduce, whereupon the <br />~-~yor asked whether any other member of the public desired to be heard. <br /> <br />i!~. George Fliehman, 7720 Blackberry, urged that the City permit con- <br />struction of a department type store, whether it is Target or some other <br />company, because University City needs such an enterprise. <br /> <br />~s. Non,an Spetner, 7108 Delmar, spoke in favor of the Target proposal. <br />She commented on a survey she had made personally of shopping facilities in <br />University City and stressed the need for the convenience of a store like <br />Target, adding that people have a pattern for shopping for specialty goods <br />so that other merchants on Olive will still be able to maintain their busine <br /> <br />~. Sidney Faber supported the petitioners. He expressed the view that <br />the City needs a broader tax base and needs a base of industry or business <br />and said he sees no other use this property could be put to. He said he <br />thinks the City is fortunate to have Target Stores apply for the property <br />and the rezoning should be approved. <br /> <br />Next to address the Council was ~s. Annie ~rris Cohen, 1500 Annandale. <br />~lrs. Cohen was of the opinion that there should be such a thing as loyalty <br />to the University City merchants who are undergoing an urban renewal <br />situation - there is an obligation to these people in the Delmar Loop area <br />to develop that area first and relocate these merchants before bringing <br />anything in as big as Target. She said she doesn't think this would be <br />fair to any independent merchant in University City and the City has a <br />right to protect what it has. She asserted there is a shortage of apart- <br />ments in University City. She called attention to the difficulties en- <br />countered in trying to get signals installed at 81st and Olive, which is <br />a treacherous corner. <br /> <br />~{r. Warren Ludwig, Jr., 6743 Etzel, was recognized, and he spoke in favor <br />of the Target development contending that the traffic problems which may <br />be encountered or envisioned are outweighed by the beneficial effects on <br />the City. Itc urged the Council to take prompt favorable action. Harvey Smith of Lipci'n's Department Store, 7591 0live, was next to be <br />heard. ~r. Smith said he visited 14 merchants today and 13 of them were <br />of the opinion that if Target comes in they will have to leave Olive Boule- <br />vard. ~r. Smith filed with the City Clerk a petition signed by a number <br /> <br /> <br />
