Special Session 935, ~finutes
June 23, 1O~9

Page 5

Lieberman's comment not to rezone more property than what is actually
needed, is well taken. ?ir. Green said he thinks~ however, that Council-
man %~rner's remarks about a grocery store (possibly being eliminated)
is something that should be left to the developer or the persons who
will operate the business.

Dr. t-lartin Greenberg followed Mr. Green and said he is appearing as a
citizen and adjacent property o~.mer of the proposed Target Store develop-
ment and is in concurrence with the comments made by previous speakers.
He said he can see where a development of this kind could produce revenue
for the School District - this type of establishment could provide em-
ployment for citizens of University City.

Hr. Boeger introduced Mr. Saul Cantor, a resident of the 7900 block of
Cornell. He indicated preference for this type of development as against
high rise apartments and it was his opinion that it would be far better
for University City and Olive Boulevard.

Next to address the Council was iir. i~illiam S. Cohen, introduced by
Boeger. 1.Ir. Cohen said as the Vice President of the University City
Chamber of Commerce, he has gone up and do~-n~ Olive Boulevard speaking
to every merchant and has found they are not very happy. There appears
to be some question of disorganization and ~at they want is a stimulus -
they want an enterprise like Target ~ich will bring people to Olive
Boulevard and will help their business. He recommended that the Coun-
cil approve the rezoning.

Mr. Louis Sorkin was called upon to comment by ~r. Boeger. Mr. Sorkin
said he has property on 7800 Olive and favors bringing Target to the
area because it will mean more people and more business and will make
property worth more.

Mr. Boeger then introduced Mr. }~x Lubin, an investor, who stressed the
importance of upgrading University City by putting good businesses here,
bringing in good people. He said that Target will attract other fine
businesses and he added that he can foresee that Olive Boulevard can be-
come one of the best business centers in the country.

Mr. Guidera distributed to members of the Council a concluding exhibit-
a photograph of one of the Hinnesota stores entirely enclosed on three
sides by residential development. He also exhibited pictures taken in
the southwest corner of the Olive Boulevard site. Answering questions
again, Mr .Guidera said they do not, with the exception of the take-
home food operation, have any leased departments.

liayor I%aufman called attention of the audience to an interesting article
and pictures of University City which appeared in yesterday's Post-
Dispatch picture section.

City Manager Henry discussed with Hr. Helson left ha~i turning traffic
problems.

Councilman Gria~n said he is concerned about what additiona1 loads this
puts on the Police Department and Mr. Guidera answered that this ques-
tion came up before the City Plan Commission - in the store they have
their own security and would not be seeking in store or in lot services
