Special Session 935, ~inutes <br />June 23, 1969 <br /> <br />Page 4 <br /> <br />they would prefer to have the food operation, which makes for a total <br />operation, but would probably proceed in this instance. <br /> <br />Councilman Lieberman pointed out that the rezoning request is for 21 plus <br />acres, whereupon Hr. Guidera said his company would be acquiring the <br />total acreage, but do not have a plan at this time for the total - they <br />now plan to develop 17 plus acres. Councilman Lieberman observed that <br />rezoning the balance of 'this acreage would not give the Council any <br />basic control - there is a group of uses under B-3 that would be allow- <br />able to the petitioner under the conditions. Pursuing that line, Coun- <br />cilman Lieberman asked lit. Guidera whether they would go along with the <br />rezoning of only the 17 plus acres at this time and Mr. Guidera replied <br />that he believes they ~uld and he added he does not foresee any diluting <br />of the property further than it is right now; they believe the 17 plus <br />acres is proper as it is proposed right now. Continuing to answer ques- <br />tions, 1-~r. Guidera said their experience has been that the operation of <br />their Target Stores has attracted new businesses and have raised property <br />values across from them and adjacent to them anti, here from 50% to 250%. <br />He quoted dimensions of the proposed building, the total area being ap- <br />proximately 151,000 square feet. <br /> <br />Mr. Sandberg identified the location of the ~qo compaction units on the <br />drawing. I!e said they would probably have about 350 full time employees <br />which means 40 hour people in the daytime and 24 to 28 hour regular <br />people at night. In reply to Councilman Werner, ~. Guidera said they <br />do not anticipate at this time filing suit against the City if it does <br />not rezone the property. <br /> <br />Mr. Boeger invited Mr. Harold Dubinsky, a real estate developer, to com.~ <br />merit and Mr. Dubinsky said he understands ~y the Plan Camaission changed <br />the zoning and although it would be nice to have high rise apartments, <br />the City must be realistic - change in the zoning does not necessarily <br />mean that purpose will be achieved, and in light of the high money mar- <br />ket today he questions the wisdom of building such apartments in this <br />location. He said the Target Store would be a convenience to the people <br />of University City and should be welcomed and, in his opinion, that <br />would be the best use of the property. <br /> <br />Mr. Nelso discussed the market area responding to a question by the Mayor. <br /> <br />I{ro Boeger introduced }~. Frank :.ain, formerly President of the Citizens' <br />Bank of University City who supported the Target proposal, and said he <br />feels the City needs more people - more employment. <br /> <br />Mr. Boeger then called upon Mr. Tom Green. Mr. Green said he had ap- <br />peared at a Council meeting a few weeks ago and the local news media <br />wrote an article on his appearance, aD~ in reading the article it would <br />appear that he had some personal or financial interest in the Target <br />development. Mr. Green said he wants to make it clear that he has no <br />interest, either personal or financial, in thi: development and came to <br />the meeting (previously) thinking the matter would be on the agenda and <br />being a property owner and attorney in the Clt~,'- former member of the <br />University City Chamber of Commerce and a Director of the Citizens' Bank, <br />among other things~ he has some interest in what is going on in the City. <br />He said he is appearing tonight with that same interest. He spoke in be- <br />half of the Target Store development and said he thinks Councilman <br /> <br /> <br />
