He urged the <br />Council members to remember that land is a precious resource and they <br />should not be rushed into rezoning unless they can be assured that the <br />long range interest of the City is being served, and he further urged <br />the Council to support the recommendation of the Plan Co~ission. <br /> <br />llayor Kaufman suggested that Mr. Goldman have his remarks put in memoran- <br />dum form and transmitted to members of the Council. Mr. Goldman added <br />that the Blucher Report supports the position of the City Plan Comission <br />in its entirety. <br /> <br />Councilman Grimm, Council representative on the City Plan Commission, <br />observed that Mr. Diedrich Rixmann, former Chairman of the Commission, <br />is present. The Mayor invited Mr. Rixmann to comment, whereupon Mr. <br />Rixmann reviewed the thinking of the Plan Commission and discussed <br />their views. <br /> <br />Mr. Guidera, in summation, again spoke for his company. He requested an <br />early decision and said if the action is favorable, the Target Store <br />would be opened as early as possible in 1970 - their contractual obliga- <br />tions with the fee owners expire July 9th. <br /> <br />There being no other persons who wished to be heard, the !,~yor concluded <br />the public hearing at 11:07 P.M. and said the Council will take the <br />matter under advisement. He called for a brief recess and at 11:14 P,M. <br />the Council reconvened. <br /> <br />Councilman Lieberman requested that an appropriate bill be prepared for <br />the rezoning of the Westover Ritter property to the extent of the develop~ <br />ment which was expressed tonight which is a little over 17 acres, not <br />the entire Uestover-Ritter property as has been presented to the Council - <br />ask that the bill be prepared to describe the boundaries as sh~.m on the <br />development, and leave the remainder zoned R-6. <br /> <br />PROPOSED I~ISTALLATION OF A REFUSE TRANSFER STATION: <br />The City ~{anager said that as a result of continually rising in costs <br />for the disposal of refuse and the lack of suitable disposal facilities <br />in the immediate area, University City is considering the construction <br />of a Refuse Transfer Station. He said extensive analyses of costs and <br />space requirements have been made and a specific plan developed for the <br />Central Garage area. The City Manager reviewed details, pointing out <br />the need for a Refuse Transfer Station, the purpose, type of operation, <br />estimated cost and the savings which would be effected. The City <br />~nager said that all in all, it is estimated the total cost of putting <br />this in operation~ buying all the equipment, putting up the building and <br />getting into operation is something like $150,000. The money would be <br />borrowed on a short time basis and paid through refuse service charges. <br />He said they have proposed going ahead immediately if it is to be <br />accomplished because it ~mmediately saves money. <br /> <br />Councilman Grimm moved approval of the plan.
