Special Session 9359 Minutes <br />June 23, 1969 <br /> <br />Councilman Epstein. <br /> <br />Page 10 <br /> <br />Councilman Werner said he thinks the Council is talking about a lot of <br />money here and he pointed out that in addition to agenda item number 2 <br />there is agenda item number 3 and agenda item number 4 (bid proposals for <br />refuse collection units and trucks). He said he is sympathetic toward <br />the idea of a refuse transfer station, but if the City goes into that, plus <br />buying these new trucks, he thinks it is headed towards the City maintain- <br />ing and continuing the collection with its o%n/ equipment of refuse, trash, <br />etc. and that may be the best for the City, but he believes several weeks <br />ago a request was made for information concerning how much it would cost <br />if the City sought out various other contractors to do this. i{e pointed <br />out that he has before him for the first time tonight a list of refuse <br />charges and collection practices in the area. I{e said he feels that the <br />Council shouldn't act on this matter tonight - it is a matter which should <br />be given very careful consideration and the City ought to get some actual <br />proposals from some of these contractors as to exactly what they would <br />charge if the collection ~;ere turned over to them. lie added that he feels <br />the decision is too big a decision to rush through tonight. He proposed <br />that the matter be delayed, The City ~nager said the two items - that is, <br />the Refuse Station and the Trucks, can be treated separately. <br /> <br />Councilman Epstein said she seconded the motion because, in her opinion, <br />the City has an immediate obligation to improve the refuse collection and <br />this sounds like a good, logical solution to the problem - if it works out <br />it will save the City some money and result in a more efficient operation. <br />She recalled that years ago the City tried a system of private collectors <br />and it was very unsatisfactory. <br /> <br /> Discussion continued. ~ayor IGaufman reviewed some of the charges on the <br /> list. The l{ayor asked what the problems are of additional time on this <br /> particular item and the City i, lanager said the administrative forces can <br /> proceed to further study the matter and ask for bids, etCo on the transfer <br /> station~ although there would be no commitment dollar-wise. In response <br /> to further inquiry by the ~iayor~ the City I,~anager said a delay '~uld change <br />the budget figures~ whereupon the liayor asked, assuming it was adopted as <br /> part of the 1969 ~0 budget and the Council authorized taking of the bids, <br /> but ultimately changed its mind, would it have to be implemented. The <br /> City ~/anager answered negatively. The Mayor then suggested the possibility <br /> of moving forward on this because it is part of the bud§et and after the <br /> information is assembled if it is found the information is such that it <br /> does not meet the Council's desires, it can vote adversely to the recom - <br /> mendation. In other words, the vote on this item would not be construed by <br /> the City tianager as a ~'go ahead" and approval of the bids as they are <br /> presented - the Council will consider it again as the bids are presented. <br /> <br />Councilman Grimm made this suggestion: amend his motion to say the Council <br />approves this as a part of the budget subject to further revi~. <br /> <br />Councilman Uerner again stated he is sympathetic toward the idea of a <br />station, but would like to have more firm figures and also would like to <br />know that the transfer station as proposed isn't contingent upon the <br />purchase of additional equipment and if it is the Council ought to have <br />the whole picture in front of it. <br /> <br />Mayor Kaufman said he construes the motion to mean that the Council won't <br /> <br /> <br />
