Motion seconded by Councilman Glickerto <br /> <br />Councilman Werner expressed the view that the matter should be deferred and <br />the contractors given an opportunity to bid, following which the Council <br />could more intelligently evaluate the entire situation. Mayor I~u~ufman said <br />he shares Councilman Werner's concern, of course, but pointed out this is <br />one of the City's most sensitive services and a few weeks ago when there <br />was some interruption in the garbage and rubbish collection,every member of <br />the Council heard about it -- if there should be a breakdown there would be <br />a grave concern if the City didn't have the trucks available to perform this <br />basic service and in view of the urgency suggested he said he thinks the <br />Council should move ahead. Perhaps, the Mayor continued, at some future <br />time the City ~lanager might try to get this kind of information to the <br />Council much earlier, as suggested by Councilman l~erner. He said he would <br />be sympathetic to approving this only because of the problems which the City <br />has experienced recently in the garbage and rubbish collection. <br /> <br />Councilman Grimm said he is wondering whether the Council, if it votes for <br />this, is in effect making it useless to obtain the bids from the collectors - <br />if there is merit in getting the bids, it seems to him there may be merit in <br />waiting a few weeks to obtain them. City Manager IIenry pointed out the <br />risks if the City doesn't have satisfactory equipment before the bad weather <br />closes in and he commented on the condition of the units now in use and <br />the need to move ahead now. <br /> <br />*At this juncture, 9:45 P.M., Councilman Epstein arrived at the meeting. <br /> <br />Upon inquiry by the ~ayor, the City ~-~nager said if the City should decide <br />to go to collector's service it would probably be selling the trucks to the <br />contractor and he elaborated on this. He said he is not very optimistic, <br />but thinks a real effort should be made to get honest bids, and in his <br />opinion, should give these people at least six weeks or more to work up <br />their study of this. <br /> <br />Discussion continued. Councilman Lieberman said he doesn't think the City <br />can possibly afford to allow this service to be downgraded to any extent <br />whatsoever. Councilman ~lerner reiterated his position, stressing the fact <br />that he does not recall in any of the previous discussions concerning per- <br />sonnel, etc., that the matter of packer trucks, bodies, etco came up; to <br />the best of his knowledge, it came up for the first time last week. <br /> <br />l,~ayor Kaufman asked whether the Council was ready for the question and he <br />asked that the Council be polled. Upon roll call, the following vote was <br />recorded: AYES: Councilmen Lieberman, Epstein, Glickert and Mayor Kaufmano <br />NAYS: Councilmen Grimm and Wernero ABSENT: Councilman %Ioods.
