Special Session 869, Minutes <br />June 26, 1967 <br /> <br />Page 10 <br /> <br />ought to give the Council an outline of what the policy ought to be with <br />respect to matters that are going to appear in the paper - what it is going <br />to be used for - whether certain departments are going to be highlighted - <br />whether it would highlight the views of certain Councilmen or the l~yor - <br />whether by-lines would be required for each article (so the people know <br />who to blame if they don't like it), etc. etc. He said he thinks there <br />ought to be some discussion by the Council; he is not willing to turn it <br />completely over to the administration to decide all of these things. <br /> <br />Councilman Lieberman said he thinks the basic concept has to be approved <br />by the Council at this time so that the monies can be budgeted - then the <br />City Manager as he proceeds comes to the Council for direction - the Coun- <br />cil can certainly give direction in this area, and can certainly discuss <br />it. Councilman Lieberman contended that the City needs something along <br />this line and he is willing to discuss it, but the item should be budgeted <br />now and the Council can then get down to business on it. Councilman Bamburg <br />said he is not against budgeting it. Discussion continued. <br /> <br />Councilman Woods concurred in the views expressed by Counci!~u Lieberman. <br /> <br />Mayor Kaufman pointed out that for many years the City has been trying to <br />use this vehicle - the School newspaper and the authorities have finally <br />consented to allow the City to "piggyback" its paper along with theirs and <br />he said he thinks if this opportunity is available it ought to be used. It <br />gives the City an opportunity of alerting the citizens at least once a <br />month with respect to problems. <br /> <br />The l~yor said that in view of the fact there has been an issue raised with <br />respect to item 1300-B3.4, Newspaper Publication, he would suggest there be <br />a motion on this one item and the Council can then treat all the other <br />Budgetary changes as a group unless he hears objections with respect to <br />other individual items. <br /> <br />Councilman Woods moved approval of item 1300-B3.4, Newspaper Publication. <br />Motion seconded by Councilman Bamburg. Upon vote, all members of the Coun- <br />cil voted AYE with the exception of Councilman Epstein who voted NAY. The <br />motion therefore carried. <br /> <br />Mayor Kaufman asked whether there are any objections to any of the other <br />additions or deletions. Councilman Grimm asked for clarification on item <br />2640-B1.2 (To continue Consultant Studies by Mr. Blucher), $8,000, and this <br />was reviewed by the City l~nager who explained this statement is a little <br />misleading and should not read this way. He said the present studies are by <br />Mr. Blucher and he is not intending to indicate by this item that he would <br />be the one necessarily to continue the studies - he doesn't think this should <br />be decided at this point, but he does think the City is going to have some <br />more help - further implementation of some of his reports and study - the <br />City Manager said he has investigated the possibilities of certain of the <br />Federal programs as far as planning assistance - it doesn't look very good <br />in that line - and he thinks the City should have some monies available and <br />Mr. Blucher's contract and consulting services expire around October. He <br />said specifically he thinks it would be aimed at further studies of land <br />use and rezoning.
