Page 9 <br /> <br />Special Session 869, Minutes <br />June 26, 1967 <br /> <br />tabulation which shows the proposed budgetary changes as nearly as he can <br />determine. <br /> <br />He called attention to the item of the Newspaper Publication, Account 1300- <br />B3.4 in the amount of $7400 and said he talked to the school people again - <br />the publication would consist of a full four page supplement, probably <br />folded inside the four page paper that the school sends out and the school <br />would include the City's publication. It would cost about $500 an issue for <br />ten issues, which includes the printing, paste-up and the mailing costs and <br />these are estimated as the additional costs over and above what the school <br />pays for their present mailing. ~ey would not simply take the total cost <br />and divide by two and split with the City, but rather anything above what <br />they pay now would be the City's share for the addition of the newspaper. <br />In addition, he continued, approximately $2400 is estimated as the cost of <br />a person who would in addition to editing and doing photographic work for <br />the community paper, also would provide releases for news media and perform <br />other public relations functions for the City in terms of writing, mostly, <br />and preparing materials for publication. <br /> <br />Councilman Woods said she thinks within ten days the Council will have, <br />through the City D~nager, a lay-out of a projected paper. She said she is <br />very pleased with the voluntary contribution by Robert Smith of Washington <br />University who is doing all of this work and also will work with the printer <br />and will carry through actually with the first issue, working with the <br />School - all as a contribution to the City. <br /> <br />Question was raised by Councilman Lieberman about the exercise room and <br />equipment that the Auxiliary Police and Firemen would finish up on the <br />third floor annex - $1460 - and he said he doesn't see that in the list of <br />changes. City l~nager Henry explained that it is in the Budget - it had <br />been suggested that this item be deleted because it could be put in the <br />following year if the money were not available this coming year; however, <br />it is felt that since the Auxiliary Police and Firemen will be putting in <br />a good deal of their own time in remodeling the rooms~ etc. and are anxious <br />to get it done - and the exercise equipment would be for the regular Police <br />and Fire Departments, it would be advisable not to delete it, and there- <br />fore, it doesn't appear on the list of deletions. <br /> <br />The issue of the newspaper publication was brought up again by Councilman <br />Epstein and there was further discussion. Councilman Woods spoke of the <br />size of the newspaper insert. Councilman Epstein said she is less con- <br />cerned about the content at this time than she is about the cost. City <br />D~nager Henry again reviewed what the costs would cover. Councilman Ep- <br />stein said she is opposed to this expenditure - the City does need some <br />method of informing the citizens, but she does not think it is necessary <br />to send them information every month - she thinks four or five times a <br />year would be sufficient - in view of the fact that this is a tight Budget <br />and this particular item represents quite a bit of moneys she is opposed <br />to it. <br /> <br />Councilman Bamburg said he is sure members of the Council are aware of the <br />fact that he favors some kind of a communication and he thinks that at <br />some point or other if the City is going to have some kind of an official <br />publication there ought to be an official policy with respect to that pub- <br />lication. He said he would think that the City, before any publication, <br /> <br /> <br />
