_ Page

Special Session 869, Minutes
June 26, 1967

~intenance Building and the Fire Trucks~ but he is afraid if the Council
expands the four items it may encounter some resistance.

Councilman Bamburg said what the Council will be doing if it votes for
this tonight is setting up a program and also setting up priorities - say-
ing~ for example, that an Ice Skating Rink is far more important to the
City than many other things that are mentioned in the Capital Outlay section
of the Budget, and he said he would like a little more time to think about
that,- there may be some higher priority items than that. Councilman Bam-
burg said he would like the matter held over until the next meeting for the
Council to discuss at that time.

Councilman Woods said she would agree with Councilman Lieberman that air
conditioning the Community Center is important, but she understands that
the City couldn't get enough revenue from the use of it to actually pay for
the cost of it; however, it is an existing facility which can't be fully
used for a large period of time because it isn't air conditioned, and
therefore, she would see that it would make sense to make the building as
useable as possible. Councilman Woods said she thinks the Council ought to
therefore include the air conditioning.

Mayor Kaufman observed that from reports received nationally, it will be
found that juvenile problems are prevalent in every community and in his
opinion an Ice Skating Rink would be a nice thing for the juveniles. He
added it may, to a great extent, reduce juvenile problems within a com-
munity. The ~.~yor inquired as to the pleasure of the Council, and pointed
out there is a request that this matter be postponed until the next meeting.

Councilman Epstein withdrew her motion in deference to Councilman Bamburg's
request and Councilman Grimm accordingly withdrew his second. (See below)

SCHEDULE OF COUNCIL ~ETINGS (DURING JULY AND AUGUST~ 1967):
Councilman Grimm moved that the Council establish July 10~ July 24 and
August 21, 1967~ as the meeting dates for the next three meetings of the
Council~ subject to any special meetings which may be necessary. ~fotion
seconded by Councilman i~atzen and unanimously carried.

FUTURE PROPOSED BOND ISSUE:
The ~yor stated the matter of the Bond Issue will appear again on the
agenda of July 10tho He said he is wondering whether it would not be ad-
visable to give some publicity to this matter and invite the public to ex-
press their views - have a public hearing on the subject matter.

Councilman Grimm said he thinks this is important and he moved that a
public hearing be scheduled for 7:35 P.M. on July 109 1967. Motion
seconded by Councilman Epstein and unanimously carried.

ANNUAL1967-1968 BUDGET:
City Manager Henry stated that in accordance with provisions of the Charter,
the Budget for the fiscal year 1967-1968 was presented to the Council on
i~y 29, 1967~ a public hearing was held on June 12th, and the Budget should
be reviewed~ revised and adopted tonight; otherwise, if not adopted, the
original submission has to go into effect automatically no later than the
27th. He pointed out there have beenmany proposed changes and amendments -
they were discussed at the hearing, and on each desk there should be a
