Page 7

Special Session 869, Minutes
June 26, 1967

that is their position and they are really not too concerned about losing
it. Continuing to answer questions, he said he thinks they would be agree-
able to purchase by the City.

Mayor Kaufman said he thinks it would be appropriate to prepare any bills
that it is necessary to prepare on the Park Lands in order to give the
community notice and any possible developers notice that these two tracts
of land are to be set aside for park purposes.

Discussion followed as to a suitable date for a Bond Issue election. The
City ~,~nager suggested that possibly early October would be satisfactory,
but he recommended that this be looked into more closely in order to avoid
setting the date on a Jewish holiday, or whatever other complication might
occur. ~iayor Kaufman said the Council can schedule the date at its meeting
on July 10th.

Councilman Epstein moved that the Council approve the principle of placing
this Bond Issue before the voters and a definite date for the election will
be scheduled at the next meeting of the Council.

Motion seconded by Councilman Grimm.

In response to an inquiry by Councilman Bamburg as to just what is in-
volved, Councilman Grimm said he understood Councilman Epstein's motion
covered all four of the items and he seconded the motion for all four
items.

Councilman Lieberman said the Council has previously discussed the
possibility of air conditioning the Community Center at a cost of approxi-
mately $30,000 and he asked City ~nager llenry whether or not he feels
this is appropriate at this time. The City }~nager said it depends on
whether or not the Skating Rink is included - it is his feeling that as a
result of the City's feasibility study, given the proposed design, which is
a kind of pavilion type rink semi-enclosed, that this would have a great
deal of summer use for meetings and groups and might be a pretty good sub-
stitute for tile Community Center. The Community Center could be used
largely for overflow for these specific summer meetings, at least for the
very warm months. He said he did not put in the air conditioning here
because also there is talk about changing the room arrangements (at the
Community Center) and he thought this problem ought to be settled first.
He added these are merely his thoughts.

Councilman Lieberman said he has also been giving a lot of thought to this
matter and has spoken to many people who use the Community Center - the
senior citizens for one - and they would certainly appreciate this sort of
attention. Also, he said he thinks there is a responsibility on the part
of the Council for providing some place for young people - high school age
youngsters - to go to, tha~ is air conditioned. He stressed the need for
air conditioning in this climate.

Mayor Kaufman said he thinks Councilman Lieberman's point is well taken;
the Council has discussed this for any number of years. The Mayor said he
thinks the problem is one of having too many issues on this program. He
said he originally suggested two: the Park Land Acquisition and the Ice
Skating Rink, but the administrative forces suggested the need for Park
