Special Session 869, Minutes <br />June 26, 1967 <br /> <br />Page 6 <br /> <br />skating rink proposal has been discussed by the Council on numerous <br />occasions. <br /> <br />City Manager Henry said this group of items is discussed in some detail <br />in the report which was sent to the Council, which is really in a sense <br />part of the Budget document - that is, in preparation of the Budget docu- <br />ment the Manager is to report and list all Capital Outlay projects to be <br />considered for the period through the next succeeding five fiscal years - <br />in other words, draw up a five year Capital Outlay program and all of this <br />has been done - included in the material sent to the Council. He said the <br />financing of a great number of these things has been discussed and actually <br />in some instances the financing has already been taken care of - for ex- <br />ample, the new library, street work, certain urban renewal activities, <br />etc., all as a result of previous bond issues and also contemplating using <br />certain current funds and also contemplating using certain federal aids. <br /> <br />The City Manager said this matter is being brought to the Council to dis- <br />cuss whether there should be a Bond Issue, how much, and about what date. <br />He pointed out the need for action because there are deadlines on some of <br />the funds that are available. <br /> <br />Mayor Kaufman asked how many cents it would take (on the tax rate) to pro- <br />mote this Bond Issue of $700,000 and the City Manager said it would be in <br />the vicinity of 5¢. <br /> <br />Councilman Bamburg said he favors the park land acquisition and thinks the <br />City ought to move ahead on this and he asked whether the land can be ac- <br />quired in any way other than through a Bond Issue. The City Manager ex- <br />plained, pointing out the City would be forced into a borrowing situation <br />to meet current revenues that much further. <br /> <br />Mayor Kaufman stated that the City feels it is imperative to move along <br />on the matter of the Park ~intenance Building and the Fire Trucks - this <br />was discussed at the last executive session and also discussed the need <br />for the City to take some positive steps in promoting the community and <br />one positive step would be the development of an Ice Skating Rink in Heman <br />Park. <br /> <br />Councilman Epstein suggested to the City Manager that he look further into <br />the possibility of federal funds for the other items (other than the Park <br />Land Acquisition). <br /> <br />Discussion continued and questions propounded by members of the Council <br />were answered by the City Manager. <br /> <br />Councilman Lieberman raised the question of the 1,Iercita Hall parcel, and <br />he reviewed the background and said he would like some assurance from the <br />City I~nager that the Archdiocese will agree to let this property go. The <br />City Manager said he discussed the matter with one of the ~epresentatives, <br />following which he received a letter which he believes could be taken as <br />a kind of assent on their part and enclosed was a statement to the effect <br />"that this is to certify it is the intention of University City to take <br />only approximately the southern half and not to disturb the buildings and <br />school on the north half" and the City Manager said he signed the state- <br />ment and returned it and has heard nothing further.
