Page 2~ <br /> <br />Special Session 869, Minutes <br />June 26, 1967 <br /> <br />that some kind of a grant has come through Washington University to conduct <br />some kind of special work in the area of planning for city officials. <br /> <br />City~-lanager Henry said that unfortunately he did not have an opportunity <br />earlier this evening to introduce iliss Barbara Bredeman, a legal aid, who <br />was here, but has left the meeting, ~liss Bredeman has been sent here by <br />Missouri University for the summer - she is a first year law student - <br />and the City of University City was one of four cities chosen for these <br />law students who are doing special projects under Title Io This is being <br />administered actually by the State Department of Community Affairs. Me <br />described Miss Bredeman's duties. <br /> <br />CRI~,~RATE: <br />Councilman Epstein said she notes there is a report from the National <br />League of Cities that the crime rate in most cities has gone up consider- <br />ably and in some cases of violence it is as high as 32%, and that crime <br />in suburban communities was up 22%. She asked what the crime rate increase <br />is in University City. The City i~nager replied that it is about 3% this <br />year~ last year it declined. <br /> <br />~t. CHARLES STANLEY - FENCE SITUATION: <br />Councilman Epstein called attention to a letter from ~. Charles Stanley <br />about a fence, and she asked whether this matter has been resolved. City <br />}~nager Henry reviewed the details, pointing out it will be necessary for <br />Mr. Stanley to cut two feet off of the top of the fence. He said the <br />matter was originally brought to the attention of the administrative forces <br />by the trustees of the subdivision. <br /> <br />AD~,~INISTRATION OF BUILDI~.]G CODE THROUGI~ BUILDING CO~_.~,fISSIONER'S OFFICE: <br /> <br />Councilman Xatzen said with respect to the matter of the administration <br />of the Building Code through the Building Commissioner's office - some <br />time ago the Council had a report from Mr. Dan Taylor (consultant) as to <br />his constructive ideas to be implemented in the Building Commissioner's <br />office. Councilman l~atzen asked whether the City Manager would be in a <br />position to c~ment briefly or to provide the Council with a report as to <br />how much of the report and the recommendations have been implemented - <br />what progress has been made in connection with this. <br /> <br />URBAN RE%~.~AL PROPel: <br />Councilman i~atzen said he believes the Council, several sessions ago, ex- <br />pressed some interest and concern over the fact that it has been seeing <br />quite a lack of activity or lack of vigor in the Urban Renewal program and <br />he said he believes the program itself is showing signs of slowing up. <br />~{e said he doesn't believe this is an unjust criticism - he believes the <br />Authority itself would probably admit to some difficulties in administer- <br />ing the program° <br /> <br />Councilman ~atzen said he believes it is important enough, and timely <br />enough~ and the Council can't just sit back and wait until this situation <br />resolves itself by the passage of time alone. He said he would like to <br />ask the City ~nager to solicit the suggestions of the Urban Renewal Com- <br />mission to address themselves to these problems and give the Council some <br />idea of how the Council might aid them. He made it clear that he is not <br />challenging the Urban Renewal Authority and saying that they have done <br /> <br /> <br />
