The Council can ask what it <br />can possibly do to help further this thing and provide it with the neces- <br />sary vigor. <br /> <br />City i~anager }lenry said in that connection, a meeting was held with the <br />Commission about two weeks ago and he believes they brought the members <br />of the Council (at least those w!~o could attend) up to date on the status <br />of various things and since that time with the help of certain Council <br />members a few hurdles have been passed. He reviewed the situation of the <br />University Terrace apartment project, explaining that it is his under- <br />standing the "wheels are now grinding again:' on this matter, and the <br />project is moving along. <br /> <br />CouncilmAn Katzen said this is not specifically the area he had in mind. <br />He said his suggestion - just throwing this out for discussion - would be <br />instead of addressing itself to the minut~ of the individual things which <br />are already under commitment, and which will ultimately be worked out one <br />way or another~ perhaps the Council could explore the possibility of <br />changing the basic concept of the entire program, even to enlarging the <br />concept of the area to be included in the Loop and Mall area five or six <br />times its original projected area to be involved. He said he is not say- <br />ing this just to be throwing out an idea per se, but utilizing the prin- <br />ciples of salesmanship ~'If you have a product and want to make it more <br />attractive, you have to change it some way if you find it is not attract- <br />ive in its present form - it has to be changed to make it more marketable - <br />it is seemingly the American ~my to go big - and this bigness and enlarge- <br />ment seems to appeal to developers and seems to be a popular trend." <br /> <br />Councilman I(atzen expressed the vi~ that this has been one of the basic <br />limitations - basic difficulties with this whole problem. He said the <br />developers who have shown any interest at all have complained that they <br />had to work within a limited matrix - a small compressed area. He again <br />suggested that it would be advisable to explore the possibility of en- <br />larging the whole plan as far as the Loop development. <br /> <br />Councilman Woods said she thinks this was discussed and question has been <br />raised that the Council should show its receptiveness to the idea of <br />making opportunities available for further expansion later to developers <br />who might come in. Councilman Katzen said he was not aware of that, and <br />he said his idea was that the original concept as put forth would embody <br />this immediately~ not as a secondary stage - that is, the package that <br />would initially be offered would include the particular room from the <br />onset as an incentive, more than anything else. <br /> <br />The City Manager said in addition to what Councilman Woods has mentioned, <br />the idea of greatly enlarged commercial development, which he thinks is <br />what Councilman Katzen is thinking of, or a co~ercial apartment, he would <br />like to point out there is a very rigid arrangement and he discussed the <br />problems of getting past the Federal authorities, getting assistance, etc. <br />and continued to discuss the matter with Councilman l~atzen. <br /> <br />Mayor Kaufman stated the Council will have another session with one of <br />the Urban Renewal Com~ssioners where the subject which Councilman I(atzen <br />has raised will be explored in greater detail. <br /> <br /> <br />
