Oscar Glaessner, 735 Harvard Avenue, asked to be <br />recognized, which request was granted. Questions raised by Mr. Glaessner <br />were answered by City ~nager Henry who also briefly reviewed the back- <br />ground history, and developed the proposal. The City iZmnager explained <br />that the City gave the matter a great deal of publicity, and is very <br />interested in doing what it can for the subdivision people and will be <br />glad to discuss the matter further with Mr. Glaessner and show him the <br />plans. Mr. Glaessner indicated he has seen several of the plans. As <br />far as ingress and egress and maintenance of the streets, the City <br />I~anager said this is something the administrative forces would be glad <br />to talk over with the trustees of the subdivision. <br /> <br />Councilman Woods moved that Bill No. 6401 be adopted as an ordinance. <br />Motion seconded by Councilman Lieberman. Upon roll call, the following <br />vote was recorded: AYES: Councilmen Lieberman, Woods, Bamburg, Epstein <br />and Mayor Kaufman. NAYS: None. ABSENT: Councilman Grimm and Councilman <br />Katzen. The motion therefore carried and Bill No. 6401 was adopted as <br />Ordinance No. 4310. <br /> <br />BILL NO. 6402 - ACCEPTING COMPLETED WORK OF IMPROVEMENT OF WESTVIEW FROM <br />THE PE~2~IENT STREET CLOSURE TO ~{E SOUTH CITY LIMITS: <br /> <br />Bill No. 6402 was given its second reading. <br /> <br />Bill No. 6402 was given its third reading. <br /> <br />Councilman Bamburg moved that Bill No. 6402 be adopted as an ordinance. <br />Motion seconded by Councilman Lieberman. Upon roll call, the following <br />vote was recorded: AYES: Councilmen Lieberman, Woods, Bamburg, Epstein <br />and l~yor Kaufman. NAYS: None. ABSENT: Councilman Grimm and Council- <br />man Katzen. The motion therefore carried and Bill No. 6402 was adopted <br />as Ordinance No. 4311. <br /> <br />BILL NO. 6403 (AS ~,~D~D) - PROHIBITING CERTAIN PRACTICES RELATING TO <br />SALE OF REAL ESTATE - PATTErnED AFTER DETROIT ORDINANCE: <br /> <br />~.~yor Kaufman called attention to 12 amendments which have been recom- <br />mended by Councilman Epstein and which have been set out in a memorandum <br />from City Counselor ~iorris, dated June 19th. At this juncture, Council- <br />man Lieberman said there are four additional amendments which have been <br />discussed by some members of the Council and he would like to add these <br />at this time prior to the other recommendations being approved. The <br />four amendments are as follows: <br /> <br />1. In all places in this Bill wherein the term "sale'~ is used, it be <br />followed by the words "rental~' or "lease" so as to include all sale, <br />rental or lease. <br /> <br />2. In Section 3, fourth line, the words "doing business" should be <br />added so that it will read (in part) "It may initiate complaints against <br />any person, firm, partnership, association, or corporation doing business <br />in the City of University City ...... <br /> <br />3. There should be provided in the heading of the Bill as well as in <br /> <br /> <br />
