Section 4 - Strike first 2 lines and enact following: <br /> <br />Section 4 "The Commission may make the result". <br /> <br />12. <br /> <br />Section 5 - Strike out same and renumber Sections 6, 7 and 8 to <br />Section 5, 6, and 7 and amend title of the bill in accordance with <br />above. <br /> <br />City Counselor i~orris suggested to Councilman Lieberman that he doesn't <br />think this should go to Chapter 2 which deals with administration - the <br />portions about enlarging the authority of the lIuman Relations Commission <br />should go eventually into Chapter 2 and the penalty features, the acts <br />prokibited, should go elsewhere in the Code, but he is afraid some problems <br />will result if the two are mixed up. He said he would suggest that Coun- <br />cilman Lieberman forget about splitting up this ordinance at the present <br />time and further suggested that if Councilman Lieberman wants to pass the <br />ordinance he should do so without trying to place it anywhere in the Code <br />and it can be codified later. This was satisfactory to Councilman Lieber- <br /> <br />Councilman Epstein asked the City Counselor whether it is necessary to in- <br />sert somewhere that the Commission has the power to receive complaints, <br />whereupon City Counselor i~iorris explained he thinks it is already in the <br />Code as to the authority of the Commission to investigate whenever there <br />is a violation of a City ordinance on a particular point - it is already <br />presently in Chapter 2 of the }~nicipal Code. <br /> <br />i,~yor Kaufman asked whether there are any expressions of opinion by mem- <br />bers of the public. Dean Hiram Lesar, Chairman of the Commission on Human <br />Relations, came fom~ard. Dean Lesar stated that the Commission considered <br />this Bill in itm usual fashion - they referred it to a Real Estate Com- <br />mittee - a subcommittee of the Commission, and that committee includes a <br />member from the Metropolitan Real Estate Board. Dean Lesar said that <br />member telephon~dthe Real Estate Board in Detroit to find out their <br />opinion - their experience with this Bill - that is, the law from which <br />this Bill was adapted - it was favorable - and the Real Estate Committee <br />reported favorably to the Commission and the Commission, after discussing <br />the Bill at some length~ adopted a motion to the following effect: <br /> <br />The Commission on Human Relations advises the Council that it <br />should pass Bill No. 6403 As Amended and that the Commission <br />would consider its role under the law an active and not a passive <br />one which may very well require .the appropriation of substantial <br />funds. The Commission further advises the Council that the word <br />"shall" in Section 2 (b) should be changed to ~;may' leaving to the <br />Commission the determination of the best use of the time of its <br />personnel. <br /> <br />Dean Lesar said there was considerable feeling on the part of the members <br />of the Commission that it could be that it would be found this was not the <br />best use of the personnel of the Commission in enforcing this law if it <br />were passed; while they might very well do this, they would prefer to have <br /> <br /> <br />
