Session 868, Minutes <br />June 19, 1967 <br /> <br />Page 18 <br /> <br />like Bill No. 6403 As Amended because it is '~atered down" but it does <br />aocomplish a few things, even thou~ it may not accomplish what the <br />neighborhood associations really want at this time. He said he would like <br />to vote on this tonight. <br /> <br />Councilman Bamburg said he favors not acting tonight and suggested it <br />would be advisable to wait another week, and he spoke in support of people <br />having the right to handle the matter directly without the intervention <br />of the Human Relations Commission, and he added that isn't to say that if <br />the Human Relations Commission wants to help gather evidence for the <br />prosecutor that they shouldn't be permitted to do so - this would be help- <br />ful, but he doesn't want them to be in a position to stifle direct action <br />by the people. Councilman Bamburg expressed the view that in the past <br />several years the Human Relations Commission has had good opportunity to <br />do effective things, and in his opinion, they have not done so. He said <br />he hopes the Council will not vote tonight and that they will consider <br />Bill No. 6404. <br /> <br />Councilman Woods said she is perfectly willing to wait because she thinks <br />a legitimate question has been raised. She discussed with Councilman Bam- <br />burg the position of the Human Relations Commission. <br /> <br />Councilman Lieberman indicated he would be willing to wait until next <br />week, but he would like for the City Counselor to look at ways in which <br />this Bill can include some of the features he (Councilman Lieberman) is <br />still looking for: the possibility of some form of registration, be it <br />voluntary or involuntary, of all real estate agencies; of the occupancy <br />permit referral which indicates that the real estate agency must by this <br />law provide this information - verbal information - to the prospective <br />purchaser of a home that an occupancy permit is required before he <br />occupies that home, and also, he said, he would like to have it include <br />all rental and leased properties as well as For Sale properties. Council- <br />man Lieberman said he is making reference to Bill No. 6404 which was just <br />introduced by Councilman Bamburg. <br /> <br />Councilman Epstein asked whether under either of these Bills, the citizens <br />could have a choice of reporting a violation to either the police depart- <br />ment or the Human Relations Commission. The City Counselor explained <br />that under Bill No. 6403 As Amended the citizen may report to either and <br />under Bill No. 6404 he doesn't think the Human Relations Commissinn has <br />any authority unless it is by inference. <br /> <br />BILLS FOR INTRODUCTION, Continued: <br /> <br />BILL NO. 6405 - ~,IENDING CHAPTER 18 MUNICIPAL CODE (SECTION 18-34) RELAT- <br />ING TO LICENSES AND BUSINESS REGULATIONS - ELECTRIC COMPANIES: <br /> <br />A Bill was introduced by Councilman Lieberman, entitled: <br /> <br />"AN ORDINANCE AMENDING CHAPTER 18 OF THE HUNICIPAL CODE OF THE CITY OF <br />UNIVERSITY CITY, RELATING TO LICENSES AND BUSINESS REGULATIONS, BY REPEAL- <br />ING SECTION 18-34 RELATING TO THE I~OSITION OF A LICENSE TAX ON ELECTRIC <br />COMPANIES AND ENACTING IN LIEU THEREOF A SECTION TO BE KNOI~N AS "SECTION <br />18-34. LICenSE TAX--IMPOSED; AMOUNT," BY PROVIDING FOR AN INCREASE FROM <br />FIVE PER CENT TO SIX PER CENT OF GROSS RECEIPTS; CONTAINING AN EFFECTIVE <br />DATE OF JULY 1, 1967, AND PROVIDING A PENALTY." <br /> <br />The bill was assigned number 6405 and given its first reading. <br /> <br /> <br />
