She said she did like the idea of the triple damages and City <br />Counselor Horris pointed out that this appears in Councilman Bamburg's <br />proposed Bill. <br /> <br />Mayor Kaufman said he would like an opinion from City Counselor Morris <br />on the validity of that provision (triple damages) and added that he has <br />his own views on that but would like to have City Counselor Morris give <br />the Council his Judgment on that - would like to have some cases on that. <br /> <br />Councilman Woods said her question is whether it should be added to Bill <br />No. 6403 As Amended, and the City Counselor said he has some doubts as <br />to whether or not that can be done, but in any event he will have an <br />opinion by next week on it. <br /> <br />Councilman Bamburg said before a vote is taken on Bill No. 6403 As <br />Amended, he would like to introduce his Bill and he would like the number <br />to follow Councilman Epstein's Bill. (See below) <br /> <br />BILLS FOR INTRODUCTION: <br /> <br />BILL NO. 6404 - AMENDING CHAPTER 23 MUNICIPAL CODE RELATING TO MISCELLAN- <br />EOUS NUISANCES - ENACTING N~4 SECTION, SECTION 23-30.1 REAL ESTATE TRANS- <br />ACTION, BLOCKBUSTING PROHIBITED: <br /> <br />A bill was introduced by Councilman Bamburg, entitled: <br /> <br />"AN ORDINANCE AMENDING CHAPTER 23 OF THE M~JNICIPAL CODE OF THE CITY OF <br />UNIVERSITY CITY, RELATING TO MISCELLANEOUS NUISANCES BY ENACTING THEREIN <br />A NEW SECTION TO BE KNOWN AS "SECTION 23-30.1 REAL ESTATE TRANSACTION, <br />BLOCKBUSTING PROHIBITED", AND PROVIDING PENALTIES." <br /> <br />The bill was assigned number 6404 and given its first reading. <br /> <br />(Bills for Introduction, Continued on page 18) <br /> <br />BILLS FOR ADOPTION AS ORDINANCES~.BILL NO. 6403 AS kMENDED~ Continued: <br />Mayor Kaufman asked whether there is a motion to adopt Bill No. 6403 A~ <br />Amended. Councilman Epstein said she is very anxious to get some kind <br />of Bill passed and she stressed the importance of getting this matter <br />resolved and settled once and for all; on the other hand, she continued, <br />there have been some compelling arguments presented for Bill No. 6404 <br />and perhaps some of the provisions of Bill Mo. 6404 could be included in <br />Bill No. 6403 As Amended. However, if the rest of the Council wants to <br />vote on it (Bill No. 6403 As Amended) she will vote on it too. <br /> <br />The b~yor pointed out that there is a meeting of the Council scheduled <br />for next week - if it is the desire of the Council to postpone action <br />until next week they may do so and he inquired as to the pleasure of <br />the Council.
