Session 368, Minutes <br />June 19, 1967 <br /> <br />Page2_~ <br /> <br />WESTOVERNURSERY - PROPOSED REZONING: <br />Councilman Liebermauinquired as to the status of the proposed rezoning of <br />the Westover Nursery property and he pointed out that on ~.~y 1st the <br />attorneys representing the Westover Investment Company and the Ritter <br />family had requested more time to review the planned d~velopment pro- <br />posal. He said he would like to proceed with the rezoning as soon as <br />possible so as to insure a carefully, controlled development of the entire <br />tract which is the intention of the City Plan Commission. Councilman <br />Lieberman requested the preparation of an appropriate bill to implement <br />the unanimous recommendation of the Plan Commission. <br /> <br />Mayor Kaufman inquired whether any member of the public desires to be <br />heard on any matter not on the agenda; there was no response. <br /> <br />AUTOMOBILE STICKERS: <br />Councilman Epstein called attention to a letter recently received from <br />Mr. B. C. Faherty, with relation to the matter of removal of old auto- <br />mobile stickers. City Manager Henry said the matter came up about a <br />year ago and as he recalls it was the feeling of the Council that the <br />City regulates too many people anyway and this was getting to be just a <br />little too much. He explained that Mr. Faherty is of the opinion that <br />only the current auto sticker ought to be permissible on the windshield <br />and all other stickers ought to be removed. <br /> <br />Councilman Lieberman pointed out that the new adhesive backing which was <br />introduced this past season would probably make it much easier to remove <br />licenses. <br /> <br />Councilman Lieberman said in connection with the matter of automobile <br />stickers just discussed, there have been comments by a number of his con- <br />stituents as to whether or not the Police maintain a continuous drive on <br />City stickers and he said with many people moving into the City as happens <br />every year, during the year it is possible that many people do not have <br />appropriate City licenses. He said some are coming from other areas <br />where they did have to pay for a City license and they carry a sticker <br />on their windshield - others come from unincorporated areas where they <br />do not have a license on their windshield and he asked whether these <br />people should be required to have a City license. <br /> <br />City ~nager Henry reviewed the working rule the City has had to follow, <br />pointing out that if it is observed that a car has no sticker and it was <br />apparent it was resident ownership, then they are required to get it, but <br />if a car has a county sticker or a sticker from another city - that is, <br />current - it is somewhat difficult and generally the Police will not pur- <br />sue checking those cars out unless there is another reason. <br /> <br />Councilman Epstein asked whether there would be any point to include re- <br />moval of old stickers in the next licensing bill. Discussion continued. <br /> <br />TRAFFIC - INTERSECTION OF MIDLAND AND OLIVE: <br />Councilman Lieberman said he would like to ask that the Traffic Commission <br />be requested to examine the problem over on the intersection of 1lidland <br />Boulevard and Olive Street Road - the north and south traffic - particu- <br />larly when driving nOrth across the intersection on Midland. He said it <br />is his understanding there have been a number of accidents at that <br />location. <br /> <br /> <br />
