Session 868, Minutes <br />June 19, 196f <br /> <br />and get ~le matter ironed out. <br /> <br />Page 2~'~ <br /> <br />Councilman Lieberman said as he understands it, when this type of com- <br />munication reaches City Hall, either through the City Manager's office, <br />the City Clerk's office or the I,~yor, this type of communication is <br />generally passed on unless it is an inadvertent accident. Councilman <br />Bambur§ asked him whether he thinks this was just happenstance and Coun- <br />cilman Lieberman answered affirmatively. <br /> <br />Mayor Kaufman said he knows that Mr. Frank is in Councilman Bamburg's law <br />office and if there is one letter, of course, that he would have wanted <br />transmitted to the members of the Council it would have been that one <br />communication, but insofar as the Library Board is concerned, what <br />Councilman Bamburg probably doesn't know are the conversations he has had <br />with the President of the Library Board, conversations with Mr. Sigoloff <br />(attorney), conversations with the President of the School Board and with <br />City Manager Henry on this matter for the purpose of pushing it with great <br />speed and dispatch, but Councilman Bamburg seems inclined to take one <br />letter and draw a very grave picture. <br /> <br />Councilman Woods said she sees no really useful point in the kind of <br />motion proposed by Councilman Bamburg. She said she thinks the Mayor <br />would be receptive if there is any kind of mechanical problem involved <br />and she is confident if themwas any difficulty with this letter she <br />would not even consider the suggestion that it was an intentional one. <br />She said if copies are not received due to the fact that an individual <br />is not there, perhaps there should be some procedure, but this is some- <br />thing that can be ironed out. <br /> <br />City Manager Henry said it is very possible that Mrs. Ulrici (head of <br />the Library) brought the letter in and dropped it on his desk, although <br />he doesn't want to blame anyone, and someh~ it didn't get delivered. <br />He pointed out that this can happen. <br /> <br />Councilman Bamburg said there is a little bit of background which hasn't <br />been mentioned which had to do with the appointment of the Chairman of <br />the Library Bond Issue Committee which is another matter affecting this <br />Council, the ~yor and the Library Board, so there was that background <br />and adding it all together it raised serious question in his mind, or he <br />wouldn't have brought it up. <br /> <br />Mayor Kaufman observed that he is not surprised that Councilman Bamburg <br />brought it up. <br /> <br />REQUEST FOR PREPARATION OF BILLS: <br />Councilman Lieberman said that in connection with the matter of a public <br />hearing held earlier this evening relating to five proposed amendments to <br />the Zoning Code, he would like to request preparation of appropriate bills <br />to follow through with the recommendations of the City Plan Commission. <br /> <br />FINANCE STUDY C0t~tlTTEE: <br />Councilman Lieberman requested that a letter of gratitude, on behalf of <br />the Council, be sent to all members of the Finance Study Committee. It <br />was pointed out that this has already been done. Councilman Lieberman <br />expressed the view that the Committee did an outstanding Job. <br /> <br /> <br />
