Page 8 <br /> <br />Session 868, Minutes <br />June 19, 1967 <br /> <br />QUESTION OF TE~4S FOR PROI.~T PAYmeNT: <br />Councilman Lieberman said that in connection with the five items that <br />were discussed earlier: Salt~ Trap Rock, Asphalt Oils, Gasoline and <br />Asphaltic Concrete, the total expenditure amounts to over $50,000 in <br />contracts for the coming year and he is wondering whether terms were re- <br />quested in the bids. I{e pointed out that it is possible, with terms for <br />prompt payment, that the City could get some deductions, and he wonders <br />whether it is possible to solicit for terms in this area. <br /> <br />City ~nager Henry explained that in some instances it is possible, but <br />in most of these bids the City is buying as it needs the material and <br />does not guarantee it will buy any certain amount. Councilman Lieberman <br />said he understands that, but it doesn't negate the fact that upon bill- <br />ing within 10 days, for example, the City would be entitled to a discount. <br />The City Manager said he can't answer the question at this time, but in <br />many instances he does know the City is able to take advantage of term <br />payments - get 1% and sometimes as much as 2% for prompt payment. <br /> <br />WEEKLY POLICE DEPAR~{ENT REPORT: <br />Councilman Bamburg said that in the Notes that follow the report it ap- <br />pears there are 14 Notes of offenses committed in a week - 10 of the 14 <br />were committed by juveniles. He said he is fully aware of the problem <br />nationally, but is wondering whether it isn't hitting University City a <br />little harder perhaps than it is nationally and he pointed out further <br />that among those apprehended were six and seven year old children. He <br />said, first of all, he wants to call particular attention to the matter <br />and wonders whether the City might not want to give some special attention <br />to it. <br /> <br />In response to inquiry by t~yor i~aufman, the City 1~nager said it is a <br />mixture of residents and non residents. <br /> <br />Discussion followed and the City Manager reviewed the procedure followed <br />by the City. <br /> <br />Councilman Woods said she would like to remind Councilman Bamburg that <br />the question of the adequacy of the City's services for younger people is <br />one of the topics that the Council will be discussing with the Co~mmittee <br />on Youth tomorrow night. She said she certainly sha~eg some concern as <br />to how the Council might be dealing with this, but feels it would be <br />better to wait for the committee's report which she hopes will provide <br />some better basis for discussion. <br /> <br />Councilman Bamburg said he didn't want to actually get into a discussion, <br />but just wanted to suggest the possibility of the City giving special <br />attention to the matter; perhaps something new, something drastic, is in <br />order. <br /> <br />Councilman Woods said that is why she raised the point because in order <br />to know what to do, the Council needs really good information. <br /> <br />The Police Department report for the week of June 11, 1967 to June 17, <br />1967, was received and ordered filed. <br /> <br /> <br />
