Session 1940

MINUTES OF THE UNIVERSITY CITY COUNCIL

November 17, 2004

At a special session of the City Council of University City second floor conference room,
on November 17, 2004, Mayor Joseph Adams called the meeting to order at 12:00 p.m.
In addition to Mayor Adams, the following members of Council were present:

Mr. Robert Wagner
Ms. Francine Brungardt
Ms. Stefany Brot
Ms. Shelley Welsch

Also present was the City Manager, Frank Ollendorff and Assistant City Manager
Thomas Moton. Excused: Ms. Colquitt and Mr. Sharpe.

Presentation of City Hall (Prop C) Renovations:

The purpose of this meeting was to discuss the City Hall renovations that will be
financed from the Proposition C bond issue. The Council was then briefed on the scope
of renovations by architects, Andy Trivers and Don Koppy.

Mr. Ollendorff explained that some items would have an alternate bid status and these
items could be held later for final decision. Bids will go out in March and hopefully the
project will be ready to proceed in April or May. This presentation was given to the
Historic Preservation Commission earlier and will now be done for the Council. Ms. Brot
reported that the Historic Preservation Commission spent a good deal of time speaking
about the receptionist's desk, the windows and the desire that they would be
communicated with during this project.

Mr. Ollendorff explained that the issues surrounding the desk at the HPC meeting
covered the $10,000 price and that it was too modern and not traditional looking. Mr.
Trivers stated that they will look at designing something more traditional, yet design a
desk that didn't compete with the historic elements of the area. Mr. Ollendorff said that
some day the Council needs to decide how to handle the fifth floor council chamber
flooring and seating. If the carpet is removed to renew the hard wood floors, a
challenge will be to deal with the asbestos tile that is currently there. It may be an
option to remove the fixed seating in favor of removable seating so that the room could
be better used for events.

Mr. Koppy, the project manager, told the Council that spot glazing and tuckpointing
would be done, all windows will be restored except on the 2nd floor, where they will be
entirely replaced. The stained glass in the City Manager's will remain. The main
