Session 1939
November 15, 2004

entrance of City Hall will be rehabbed. A totally new HVAC system will be installed in
the building. The elevator cab will be refurbished in the same shaft and frame. The
stairwell will be opened up and be installed with double egress doors to increase safety
for the inhabitants. Mr. Trivers explained that the elevator area hallways will be opened
up to meet ADA code and that the elevators will have button panels that are accessible
and also have a phone and possibly a security camera, which is an alternate bid item.
The receptionist area will be relocated to the side by recessing the accounting division
wall to clear the architectural detail. Mosaic tile will be spot repaired. The plaster
arches on the first floor will be removed and replaced with glazing to open up the area
as it originally was. Lighting fixtures will also be replaced on this floor.

The entire building will have a sprinkler system with concealed heads. The fan coil units
will be replaced with ceiling mounted units except for the fifth floor, because it does not
have a ceiling space. Ms. Welsch was concerned with how the building was being
designed for the current configuration of offices. She mentioned a scenario where
some offices may wish or need to relocate and how that would affect the renovated
areas. Mr. Koppy explained that they did design the renovations according to the
current configuration. Ms. Welsch would also appreciate the Mayor's/Assistant City
Manager's office being configured with a commode and not just a urinal in case of
possible future female inhabitants. This was not considered during this project, but
could easily be done in future. Mr. Ollendorff explained that there is an alternate bid to
replace all of the ceiling fixtures in the third and fourth floors.

Mr. Koppy continued saying that the fifth floor pendant light fixture will be restored and
new historically accurate sconces and cove lighting will be installed. Mr. Wagner was
adamant about improvements being made to the acoustics to the room. A new sound
system will be installed that should help. Mr. Ollendorff stated that if we would move to
all wood floors in that room the architects explained the acoustics would be even worse.
A discussion centered on the sunlight as it hits certain areas of the Council Chambers
and how it blinds some audience members and Councilmembers. The situation was
explored but the costs were prohibitive and therefore not put into the final project. Mr.
Trivers said that the easiest thing to do is to come up with some type of shade or
covering that doesn't affect the beauty of the windows. Ms. Welsch recalled some
earlier complaints from the Historical Society about drapes over the windows.

Mr. Ollendorff noted that the Police department and Mr. Sharpe feel strongly about
having a security camera in the elevator especially as long as the court is held in the
fifth floor. The Mayor asked where the court would go. Mr. Ollendorff has a few
alternatives. The Mayor advised that if the court remains on the fifth floor then we
probably shouldn't go to removable chairs for safety reasons. Mr. Ollendorff said that
this decision needs to be made fairly quickly. Ms. Welsch and Ms. Brot did like the idea
of the security camera. It would be monitored by the police dispatchers.

Ms. Welsch asked Mr. Koppy to make sure that any spot tuckpointing would match the
Page 2
