Session 1939
November 15, 2004

current tuckpointing. The Mayor was concerned about when it would be absolutely
necessary to completely tuck-point the entire building. Mr. Trivers said that he could get
him some information about this. Mr. Ollendorff said that the renovated building would
be LEED certified.

Mr. Trivers wanted to bring up the issue with possibly replacing the original window
glass during the window restoration that Ralph Bowser, President of the Historical
Society, had brought up at their meeting. Mr. Trivers stated that he is planning to
remove the old glass and replace them with new glass for energy efficiency and other
beneficial reasons. Mr. Bowser had suggested putting the old glass back in and
covering them with a storm sash. Mr. Trivers believes that this will not look very good.
Mr. Trivers went on to state that he doesn't believe that the window glass will be noticed
by most people. It is an important issue; however. Mr. Ollendorff said that Mr. Bowser
had accepted that explanation, but Mr. Trivers stated that he could look into the costs.
Mr. Trivers said that the historic glass was created with a floating look.

Ms. Welsch hopes that this can all be done by the centennial events and had heard that
it could possibly be done by November of next year. Ms. Brot wants to get Trivers to
create a sign during the renovation that thanks the citizens for supporting the bond
issue allowing this work to be done.

After the presentation, Mr. Ollendorff left the meeting.

Miscellaneous - Study Meetin,q:

Ms. Brungardt wanted to know what was on the agenda for the December 11th study
session. Mr. Wagner wants to discuss Leaf Collection as the first item. Ms. Brot wants
agendas a couple of weeks ahead of a meeting, which would be easier for her. She
also wants the most important items marked.

Miscellaneous - City Mana, qer Position Research and Plannin,q:

Ms. Brungardt had hoped that everyone, including Mr. Ollendorff, could have been
present at this meeting because she wanted this subject discussed in the most
transparent manner possible. She wanted to bring forward her concerns that there
haven't been any council plans as of yet concerning the upcoming retirement of the city
manager. Her past experiences reminds her that it is best to plan for this type of major
change as far in advance as possible in order to be in the best position for a smooth
and healthy transition. Mr. Wagner suggested that the best way may be a subcommittee
of two to three Councilmembers.

Mr. Wagner left at this point in the meeting.

Ms. Brot felt that it certainly made sense to have a process in place rather than none.
Page 3
