Session 1939 <br />November 15, 2004 <br /> <br />Mayor Adams explained how a professional hiring firm can be hired to help in the bulk <br />of this process. Ms. Welsch is inclined to agree with the idea of a subcommittee and <br />even citizen focus groups to start the research and learning process to look into some of <br />the issues that Ms. Brungardt brought up. The Mayor doesn't believe that it would be <br />the best idea to allow the citizens to become too involved in the selection process. Ms. <br />Brungardt and Ms. Welsch believe that it would be a healthy component to allow the <br />community input into this process in some way. Mayor Adams suggested that Mr. <br />Ollendorff could provide a great deal of assistance with this. Ms. Brungardt said that, <br />according to the Charter, this is the responsibility of the City Council, not the City <br />Manager, and it is incumbent for the Council to be on top of this. Mr. Moton confirmed <br />that Mr. Ollendorff had requested that some information be provided to the Council <br />about this process in an upcoming study session. Ms. Welsch appreciates that, but she <br />would prefer that the Council direct the research and study. Mr. Moton said that this <br />information was simply a tool to act as a starting point for the Council to use if they <br />choose. The Mayor said that other people to utilize as resources were Tim Fischesser <br />at the County Municipal League and Gary Markenson at the Missouri Municipal League. <br /> <br />Ms. Welsch respectfully requested that the Mayor install a subcommittee to begin <br />working on a city manager search research and planning process. She doesn't think <br />that citizen focus groups would be a bad idea at all and could be handled by the <br />professional hiring firm. Ms. Brot said she would second Ms. Welsch's request if it was <br />needed. Ms. Brungardt prefers to wait until everyone is together. Mayor Adams said that <br />a professional firm can help in determining the right questions to ask in the search and <br />selection process. Asking the wrong questions can result in the wrong person being <br />selected for the job. Mayor Adams questioned the substance and function of the focus <br />groups and was concerned about their ultimate responsibility in the process. Ms. <br />Welsch believes that the focus groups can help provide the professional hiring firm with <br />valid and pertinent information that may help them determine our needs better. The <br />Mayor believes we need to set up the subcommittee, but he also wants Mr. Ollendorff to <br />start the process by talking to Council about what is generally involved first <br /> <br />Adjournment: <br /> <br />Mayor Adams declared the meeting adjourned at 1:20 p.m. <br /> <br />The next regular meeting will be held on Monday, December 6, 2004 in the Council <br />chambers.
