Session 1721, Minutes <br />May 4, 1998 <br /> <br />AGENDA #3: PUBLIC HEARING - NEW ZONING ORDINANCE CORRECTION & <br />CLARIFICATIONS: <br /> <br />Mr. Ollendorff said that a public hearing has been scheduled for 7:30 p.m. this date and <br />place to receive comments on further clarifications and corrections to University City's <br />new Zoning Code. In this instance, three new requirements for high-rise buildings <br />make almost all of the City's current higher density buildings at least nonconforming, if <br />not illegal. Two of the new requirements would result in virtually prohibiting new <br />developments. The third was a definition which is ambiguous to some citizens. The <br />proposed clarifications bring open space, setback and street frontage requirements <br />closer to the standard used for most recent higher density development projects and <br />are unanimously recommended by the Plan Commission. <br /> <br />Mayor Adams declared the Public Hearing open. <br /> <br />Upon Mr. Lieberman's request, Mayor Adams asked Mr. Ollendorff to provide a <br />thumbnail sketch of the changes. Mr. Ollendorff said that the changes will clarify that a <br />high rise residential development can not be in the center of a single family residential <br />neighborhood. It would have to be adjacent to either a public highway or commercial <br />zone, like the Loop or another multiple family district. The second is to clarify that a <br />greater setback be required for any building that exceeds fifty feet and the third Is to <br />clarify that whereas fifteen percent open space is required for most residential districts, <br />those with the highest density, like a high rise, would be required to have five percent. <br />All these requirements are the same or more strict than the old zoning ordinance, but <br />take into consideration existing high rises, to keep them in conformity. <br /> <br />Being that there were no requests to speak, Mayor Adams declared the public hearing <br />closed. <br /> <br />AGENDA ~ - LIQUOR LICENSE PUBLIC HEARING: <br /> <br />Mr. Ollendorff said that a completed application has been submitted for a full liquor <br />license at 7555 Olive Street Road. The next step is for the Council to set a public <br />hearing on May 18th at 7:30 p.m. The City code indicates that City Council may <br />determine who should be notified of this hearing. The public hearing is the appropriate <br />time to entertain discussion of this matter rather than doing so at this meeting. <br /> <br />Mr. Sharpe moved approval to set the public hearing. Mr. Munkel seconded the <br />motion, which carried unanimously. <br /> <br /> <br />
