Session 1721, Minutes 7
May 4, 1998

AGENDA #5: PUBLIC HEARING DATE - 6333 DELMAR LIQUOR LICENSE:

Mr. Ollendorff recommend May 18th at 7:30 p.m. in the Council Chambers as the time
and place to receive comments on an application to sell alcoholic beverages by the
drink at this restaurant location. The application appears to be in order. The City Clerk
will give notices to adjacent businesses and any others deemed appropriate by the City
Council.

Mr. Schoomer moved approval of setting the public hearing date. Mr. Sharpe seconded
the motion, which carried unanimously.

AGENDA #6- CONDITIONAL USE PERMIT - TELECOM TOWER:

Mr. Ollendorff said the conditional use permit for a telecommunications tower, antenna
and equipment building in the Mount Olive Cemetery was tabled pending analysis of
alternatives. The original application meets City ordinance requirements and was
recommended for approval by the Plan Commission and staff with conditions requiring
a detailed landscape plan and strict conformance with all code requirements. The
alternative placement at University City High School is not recommended at this time
since the applicant indicates that necessary approvals could not be obtained with
sufficient speed to allow timely installation. Approval would have to follow a specific
proposal submitted for staff review. One potentially detrimental feature of the high
school site is the possibility that only one carrier could utilize the location. The
alternative of a temporary Mount Olive installation pending high school site clearance is
not recommended since it would have the result of defeating the goal of co-locating
antennas and could in fact result in a proliferation of locations.

Mr. Wagner moved the approval of the conditional use permit. Mr. Sharpe seconded
the motion.

Mr. Lieberman wished to clarify that the conditional use permit being requested is for a
permanent permit and not temporary. Mr. Ollendorff said that it was for a permanent
permit.

The motion carried unanimously.

PERSONNEL REPORT:

Mayor Adams noted receipt of the personnel report for the week ending May 1, 1998.
