Regular Session 1941 <br />December 6, 2004 <br /> <br />unanimously. <br /> <br />Agenda Item Number Four - Request for Permit to Solicit - Fund for Public Interest <br /> <br />Research <br /> <br />The Fund for Public Interest Research on behalf of the Human Rights Campaign is <br />planning to conduct door-to-door canvassing for the period December 8, 2004 through <br />December 29, 2004. The purpose of this solicitation is to recruit members, raise funds <br />and educate the public. The organization will certify that the cost of raising the funds in <br />the solicitation will not exceed 25 per cent of the total amount raised. A representative <br />of the organization has been invited to attend this meeting should the Council have any <br />questions. <br /> <br />Ms. Welsch moved approval and Ms. Colquitt seconded the motion. <br /> <br />Ms. Brot asked what the subject of the research was and if the City has rules for <br />identifying those persons conducting the research. Mr. Ollendorff described the <br />requirements for field workers to follow. Ms. Brot asked if they always came at this time <br />of the year and was advised that they do, and that they solicit funds for themselves and <br />for other organizations at other times of the year. <br /> <br />Lauren Fisher 18 South Kingshighway, 63108, is the out-reach director for the Saint <br />Louis Fund for Public Interest Research, and offered some clarifications. Currently they <br />are running the Human Rights Campaign, a group who are advocates for Gay and <br />Lesbian rights, and this is the first time they have campaigned in University City. Their <br />purpose is to educate the public, to recruit members, and to raise funds for work in <br />Missouri. Mr. Wagner asked how they would conduct their solicitation and Ms. Fisher <br />said they would go door-to-door from 4 until 9 P.M., but after 8 P.M. they approach only <br />those homes where they were asked to return later. Ms. Brot asked them to not <br />approach Orthodox homes where the Sabbath is observed from Friday night until <br />Saturday night, and Ms. Fisher said they would observe this request. <br /> <br />The motion was approved unanimously. <br /> <br />A,qenda Item Number Five - Golf Teachinq Center at Ruth Park <br /> <br />The City Council has over the last several years encouraged development of plans by <br />City staff of the widest possible range of new opportunities for recreational programs, <br />facilities, and activities. The City Manager recommended approval of the teaching <br />center as unanimously recommended by the Park Commission as another forward step <br />in this planned expansion. <br /> <br />Ruth Park is a valuable University City resource which can become even better.
