Regular Session 1941
December 6, 2004

Midland Avenue, thereby making it safer than it is now by easing congestion.

Ms. Welsch wanted to know if this proposal is approved tonight, if the City could be
especially aware of the parking challenges arising from this development and if there
are, can we involve the citizens affected and have them work with the Traffic
Commission to alleviate these challenges? She regards this particular lot as "difficult for
redevelopment" and thinks this plan could allow for redevelopment of an oddly-shaped
lot, but she noted that it will have an impact on the immediate neighbors. She wants the
City to do whatever possible to alleviate that negative impact and recognize the "feel for
this corner will change" but perhaps the greater good for University City will be served.

Ms. Brat agreed with Ms. Welsch and asked Mr. Amos to report about his meetings with
the neighbors. Mr. Amos responded that he sent letters to people in the vicinity about
the Public Hearings and held a meeting at the Visual Arts Center, which some citizens
did attend. The turn-out was light. He sent a second round to letters inviting individual
meetings and some people contacted him by telephone, but not in person. Ms. Brot
expressed her appreciation for his efforts. Ms. Colquitt also wanted to know about the
residents' response and Mr. Amos described that some persons had concerns of an
aesthetic nature. Ms. Colquitt asked if he was willing to field questions in meetings after
the construction is underway and he said he would, because he prefers to work together
with citizens.

Mr. Wagner said another issue of importance, besides parking, was that of refuse
collection during construction and Mr. Amos said it had been addressed. Mr. Wagner
wanted to know if it would be City refuse collection or commercial collection and Mr.
Amos responded it would be commercial, most likely, and described how collection
would be accomplished.

Mayor Adams declared the Public Hearing closed at 7:45 P.M. Then he said the next
order of business is to ask for legislation to be prepared.

Mr. Wagner asked if the Public Hearing would be repeated and Mayor Adams said it
would be because of a publication problem, and Mr. Wagner asked if that would be the
proper time to ask for the legislation and was advised yes.

A,qenda Item Number Three - Summer Day Camp Fees

Mr. Ollendarff recommended adoption of the new fee schedule as unanimously
approved by the Park Commission. The requested base fee for each two-week session
is $60 plus $40 for extended hours. Scholarship funding is available in accord with
previously adopted policies. Cost recovery is estimated at 42 per cent with intentions to
gradually reach the 75 per cent goal in future years.

Ms. Welsch moved adoption and Ms. Brat seconded the motion, which passed
Page 4
