Regular Session 1941 <br />December 6, 2004 <br /> <br />Agenda Item Number 2 - Public Hearinq On Rezoninq 965 Midland and 7201 Balson <br /> <br />A public hearing has been called for 7:30 p.m. this date in these Council Chambers on <br />the recommended rezoning of property at the northwest corner of Midland and Balson <br />from "SR" single family and "LC" limited commercial to "PD" planned development <br />residential. This rezoning was recommended unanimously by the Plan Commission so <br />that the property can be utilized for construction of a high quality ten-unit condominium <br />development. <br /> <br />Mayor Adams declared the Public Hearing open at 7:35 P.M. <br /> <br />Alan Rosenkeotter, 7208 Dorset Avenue, expressed concerns about the development at <br />this site: plans are for a dense complex to be built on a small, unusual site; parking <br />congestion on Dorset; and the use of parking spaces at this site, probably illegally, as <br />overflow when there is no more parking at Heman Park which he sees as shifting to <br />Dorset. He asked if the City would consider the following suggestions to alleviate <br />congestion: up-grading parking lots in Heman Park: introducing an east-end only exit; <br />providing a semi-barricaded device on Dorset making it a one-way east bound street; <br />or introducing parking limitations on that street. <br /> <br />He commented that he did not realize that the Plan Commission was relaxing the <br />concepts of open space areas and density standards and asked how it had happened. <br />He is also concerned about the appearance of the proposed building, describing it as <br />"looming" and mentioned how it would cut off his view of the park. He asked if the price <br />range for the condominium properties was "realistic" and if they would sell and he <br />wanted to know if they did not sell, would they become rental properties subject to <br />absentee landlords. He also noted an error relating to the vote of the Planning <br />Commission on this issue; it is written as unanimous but there was actually one "nay" <br />vote. He knows because he was there. <br /> <br />Mr. Ollendorff said that he stood corrected. He had thought the vote was unanimous <br />and if there was a negative it was his mistake. <br /> <br />Ned Amos, 1204 Washington Avenue, Suite 420, Saint Louis, Missouri 63103, said that <br />he is the developer of this property and then described how he determined to plan the <br />site as proposed. He described them as "mid-range" in price. He said that he had met <br />with neighbors to learn their concerns during the process and sought their suggestions. <br />He views his proposal as enhancing this corner property and as filling a need for <br />properties in this price range. He asked the City Council to approve the proposal. <br /> <br />Thomas Schwetye, 215 North Meramec Avenue, 63105, represents the architectural <br />firm working with the developer. Regarding the density and parking issues, they meet <br />or exceed the requirements and they are reducing the number of curb cuts around <br /> Page 3 <br /> <br /> <br />
