Regular Session 1941 <br />December 6, 2004 <br /> <br />Adams said it was necessary to interject his position and he asked if the teaching facility <br />is not to be located at Ruth Park, then where could it be located? Mayor Adams <br />asserted there is need to improve the golf course at Ruth Park and he supports both the <br />driving range and the teaching center. <br /> <br />Ms. Brungardt, who is liaison to the Park Commission, said she had toured Ruth Park <br />Golf Course and has paid attention to views of citizens on this issue. She noted that <br />tonight the game was referred to as "an industry" but she is focused upon it as a "kind of <br />simplicity" with historical feel and obvious needs for care. She paid careful attention to <br />the Park Commissioners and feels somewhat "torn" over this decision. She <br />understands the need for change but not the rush. She sees the issue of funding as <br />relevant and concerns the Council as managers of the City budget. She also noted that <br />the concepts of "teaching center" and "driving range" were used interchangeably, but <br />they are "profoundly different things." The driving range makes a different impact on a <br />community than that of a teaching facility. She said that "Asking us to consider a <br />teaching facility [is] actually asking [us] to consider a driving range." A careful look at <br />this issue is needed, so at this time she opposes the plan for a driving range in Ruth <br />Park. <br /> <br />Mayor Adams said in the past there was a philosophy that the golf course would <br />generate revenue to maintain itself. Mr. Ollendorff said auditors advised that Ruth Park <br />Golf Course be set up as an enterprise fund during the 1980's and has operated that <br />way ever since. <br /> <br />Mr. Wagner moved to deny the proposed driving range part of the Master Plan and Ms. <br />Brot seconded. There were six votes in favor of denial and one vote against (Mayor <br />Adams.) <br /> <br />Agenda Item Number Six - Package Liquor License for 8041 Olive Boulevard <br /> <br />An application has been received and reviewed for the sale of all types of intoxicating <br />liquor by the package at retail (a full package liquor store) at the Olive Farmers Market. <br />A background and records check indicates that the applicant is eligible for consideration <br />by the City Council. The city policy of many years standing is not to grant any additional <br />licenses for alcoholic beverages of all types there are already plenty of locations to <br />serve the public convenience. Such full liquor licenses have also been restricted to <br />large supermarkets while smaller stores were given licenses for beer only or beer and <br />wine. Before any such licenses have been granted the City Council has usually called <br />for a public hearing. Council has also required submission of a site plan showing the <br />limits on alcoholic beverage sale and displays. If the City council still believes that we <br />have adequate alcoholic beverage package sales locations, you may deny this <br />application at this time. If Council wishes to give this application further consideration, <br />the City Manager recommended that action be postponed pending voluntary submission <br />or a site plan and the scheduling of a public hearing. <br /> Page 8 <br /> <br /> <br />
