Regular Session 1941 <br />December 6, 2004 <br /> <br />Ms. Welsch moved to postpone consideration of this item until scheduling of a public <br />hearing and to discuss with Councilmembers the need for a specific site plan whenever <br />appropriate. She does not necessarily support the practice of bigger stores only <br />receiving a full liquor license; this store, for instance, has a very substantial clientele and <br />their liquor sales can be anticipated to be very different from Pete's or Schnuck's. <br /> <br />Mayor Adams invoked that a "motion to postpone" terminates debate and there had <br />been submitted a request to speak. <br /> <br />Peter Love, 7701 Clayton Road, offered clarification of this application. He said <br />Councilmember Welsch "is most in tune with what his client wants to do." He runs an <br />Asian food grocery store and wants to offer Asian wine, beer and spirits as part of their <br />goods for sale, therefore requesting a full liquor license to purchase items not available <br />at other stores. He agreed that a site plan could be made available to the City Council <br />describing sales of specialty alcohol for limited sale. <br /> <br />Ms. Brot commented about the entrepreneurial spirit of George Tsai and his contribution <br />to the City, but asked if the license would be limited to him or if it would include his son, <br />Max, whom she feels is not as experienced at handling such sales. Mr. Love said <br />George Tsai is "in charge" and his son, Max, runs things day-to-day. <br /> <br />Ms. Colquitt seconded the motion to postpone and reminded the Council to be <br />consistent in assigning licenses to businesses on Olive Boulevard. <br /> <br />Mr. Ollendorff asked if most of the Asian specialty liquors, such as sake, were less than <br />twenty-two per cent alcohol and the response was that alcohol content of sake parallels <br />that of wine, but Asian whiskeys would have higher alcohol content. Mr. Ollendorff <br />asked for an indication of the quantities of items to be sold. For instance, would most of <br />them be like beer and wine, lower in alcohol content, or would the spirits constitute more <br />of the sales? Mr. Ollendorff said that an explanation of the kinds of products allowed <br />under various categories would clarify the issue. <br /> <br />Mr. Wagner echoed Ms. Brot's support of George Tsai, but questioned the <br />documentation relating to his son, asking whether he was indeed a naturalized citizen <br />and asked why he was "working on a green card?" Mr. Love responded that Max Tsai <br />is a naturalized citizen and he does not know the answer to the question. <br /> <br />Mayor Adams asked for all those in favor of postponing this submission until the site <br />plan is submitted, without prejudice, and a public hearing is held, and the motion passed <br />unanimously. <br /> <br />A.qenda Item Number Seven - Ruth Park Golf Center Master Plan <br /> <br />Page 9 <br /> <br /> <br />
