SESSION 1723 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />MAY 13, 1998 <br /> <br />At a special budget study meeting of the City Council of University City held in <br />the Emergency Operation Center of City Hall on Wednesday, May 13, 1998, <br />Mayor Joseph L. Adams called the meeting to order at 7:00 p.m. In addition to <br />the Mayor, the following members of the Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne I. Munkel <br />Mr. Robert G. Wagner <br />Mr. Lawrence Lieberman <br />Mr. Paul E. Schoomer <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also present was City Manager Frank Ollendorff, Finance Director Willie <br />Norfleet and Assistant to the City Manager Gregory Rose. <br /> <br />The 1998-99 budget was the only subject discussed. <br /> <br />MISCELLANEOUS: <br /> <br />The City Manager gave the Council a report which listed all of the City's cell <br />phones per department. Mr. Ollendorff had thought that cell phones were in <br />all the police cars, but they are not. Only the detectives and the Chief have <br />them. There are only twenty some odd phones, not forty as previously <br />reported. <br /> <br />20.10 POLICE DEPARTMENT: <br /> <br />Mr. Ollendorff reported that there were not any major changes in this <br />department. In full time personnel, two more officers were added last month <br />for the federal grant, with three of the officers being added last year. <br />Responding to Mr. Sharpe, Mr. Ollendorff said that the grant would last three <br />years and if we could not afford to continue, then personnel would have to be <br />cut back. Responding to Mr. Lieberman, Mr. Ollendorff said that if the City <br />sends the officers to the academy, they have to work for the City for five years. <br />If they leave before the five years, then they have to repay the City a percentage <br />of the cost of the academy. Responding to Mr. Wagner, Mr. Ollendorff said that <br />the cost of the academy was about $6,000. Responding to Mr. Schoomer, Mr. <br />Ollendorff said we are currently one officer short, and two will be in academy <br />and not on the street.
