Responding to Mr. Lieberman, Mr. Ollendorff said that the pay <br />requirement includes the increment that was suggested earlier, plus a 3 <br />percent increase. Mr. Ollendorff continued by saying that the budget is adding <br />one full time cadet, plus three part-time cadets, instead of the four part~time <br />cadets that are normally employed. Mr. Ollendorff said that they use a cadet <br />scholarship program, particulary targeted to women and minorities, funded by <br />corporations that offers law enforcement training or college. Responding <br />further to Mr. Lieberman, Mr. Ollendorff said that between one-half to two- <br />thirds make it through the cadet program to become full time police officers. <br />Responding to Mr. Schoomer, Mr. Ollendorff said that the costs involved with <br />National Accreditation are to attend the national and semi-national <br />conferences. Mr. Ollendorff pointed out the top level supervisors will need to <br />receive a 5% increase, due to information received from a salary survey from <br />surrounding communities. Responding to Mr. Munkel, Mr. Ollendorff said that <br />the overtime figure is based on experience; twenty percent is reimbursed by <br />community development block grant funds for the special patrol in the Delmar <br />Loop, another 30 ~ 40% is for officers to be at court; most overtime is charged <br />by detectives working on cases, and then miscellaneous items such as working <br />special events or serving warrants. Mr. Ollendorff said that the department <br />really does try to keep this down to a minimum, but it is unavoidable. Mr. <br />Ollendorff said that 40 percent of this department's capital outlay is being paid <br />for by the federal COPS grant. Responding to Mr. Wagner, Mr. Ollendorff said <br />that the jail was clean, sanitary and up to standards. As far as Mr. Wagner's <br />questions as to if the jail had a television or is air conditioned, he will check <br />and report back to him. Mr. Wagner asked about 728.07, Clothing Allowance. <br />Mr. Ollendorff said that this was for an approximate $450 clothing allowance <br />per detective, in lieu of a uniform allowance. Mr. Wagner said that some had <br />commented that the police officers have their uniforms paid for by the City, <br />then are laterally promoted to a detective and then have to pay for their own <br />clothing. Mr. Munkel said that an option would be to do as the County did and <br />have a type of standard uniformed clothing, with sports jackets and slacks, but <br />they all wear the same - does not look good, though. Mr. Sharpe said that <br />detectives should not be uniformed. Mr. Wagner just wants to make sure that <br />this is a reasonable clothing allowance for the City's detectives. Mr. Ollendorff <br />said he believes it is very generous and that it had been increased in the past <br />few years. Responding to Mr. Sharpe, Mr. Ollendorff said that to uniform a <br />police officer, with all the equipment, as well as clothing comes up to <br />approximately $700 a year. Responding to Mr. Munkel, Mr. Ollendorff said <br />that the digital camera is being used for a new system in conjunction with the <br />new County jail, which takes mugshots and transmits them to all of the county <br />departments.
