Session 1723, Budget Study Minutes
May ~ 3, 1998

inspector's name so they can call them directly. Responding to Mr. Lieberman,
Mr. Ollendorff said that the inspector's are looking only at private property, as
well as getting after people who leave their roll off carts out in the public street.
Mr. Wagner and Mr. Sharpe would also like to have a copy of the inspector's
schedule. Since April 17, the inspectors have issued 240 notices for weed
violations throughout the City. Responding to Mr. Sharpe, Mr. Ollendorff said
that the new Deputy Director of Operations is responsible for training each of
the inspectors.

26.20 STREET MAINTENANCE DIVISION:

Responding to Mr. Munkel, Mr. Ollendorff said that 726.02, Street and
Sidewalk Repairs, is the biggest change in this budget, which accounts for the
major rebuilding of a street and is contracted out. Staff has told him and Mr.
Rose that there are many streets that are getting older quickly and that the
budget should be increased to get a handle on them. Responding to Mr.
Lieberman, Mr. Ollendorff said that he should have the detailed street listing by
the end of this week. Ms. Colquitt wanted to make sure that Wayne at Mendel
was on the list. Mr. Ollendorff was not sure, but that he would find out and
report back to her.

26.40 PLANNING AND DEVELOPMENT:

In 713.00, Part-time & Temporary, the new director would like to add $12,000
for two interns who would be working on the comprehensive plan. Under
721.02, Consultant Services, contains $15,000 for a consultant to work on the
comprehensive plan and $8,000 will be for computer consulting. Under
725.03, Telephone, the director would like to add $5,000 for some cell phones
for the inspectors, but Mr. Ollendorff is putting in only $2,000. The inspectors
presently have pagers and so Mr. Ollendorff is not sure they are necessary, so
he would like to start with just a couple of cell phones right now and monitor it
to see if it really relieves the situation. Responding to Mr. Munkel, Mr.
Ollendorff said that they do have a radio system, but he believes it is part of the
pager system, but he will find out and report back to him. Mr. Schoomer
believes the cell phones will help alleviate the complaint of the inaccessibility of
the inspectors. Responding to Mr. Munkel, Mr. Ollendorff said if this
experiment turns out to be wonderful, then he will not wait a whole year, but
ask for more money for additional phones. Mr. Munkel said he agrees with Mr.
Schoomer's comments, because he has similar problems dealing with lead
inspectors where he works. Mr. Wagner suggested testing the cell phones for
three months and then reporting back to Council. Mr .Ollendorff said that
729.10, Miscellaneous Operating Services was demolitions. Mr. Ollendorff said
