Session 1723, Budget Study Minutes <br />May 13, 1998 <br /> <br />26.10 PUBLIC WORKS: <br /> <br />Mr. Ollendorff reported that there was no change in the number of employees, <br />but this department did undergo re-organization. He plans to change the title, <br />Manager of Public Works, to Director of Public Works. The department will <br />also have two deputy director positions. The former assistant city engineer will <br />be deputy director of engineering and will receive a slight salary increase, less <br />than 5%. The administrative assistant to the director will become a deputy <br />director of operations and will receive a three step increase. This new position <br />will be responsible to the director for sanitation, streets, lighting and <br />environmental inspections. Responding to Mr. Schoomer, Mr. Ollendorff said <br />that the only one that would report directly to him would be the public works <br />director. The former and current director of public works would like to make <br />the part-time recycling aide a full time one, but he does not think that there is <br />enough work there to justify it. Mr. Lieberman asked if this position was in <br />environmental or sanitation. Mr. Ollendorff replied that the position was in the <br />engineering/Public Works budget, because this position reports to the director <br />of public works. He said that the recycling operation is in sanitation. The <br />planning for new projects, capital outlay, is in engineering. Mr. Ollendorff said <br />that if staff could get a grant to pay for the recycling aide to work full time, <br />then it could be considered. Mr. Ollendorff said that under the Capital Outlay <br />Summary for 743.02, the figure should be $6,700, not $7,600. Under 743.08, <br />Office Furniture and Equipment, the figure should be $12,300, not $10,000. <br />Under 743.08 Capital Outlay summary, the printer and computer is incorrect <br />and should say "Furniture". Mr. Ollendorff said that this will be new furniture <br />for the public works area, primarily where the public enters. The furniture is <br />old, mismatched, not functional and looks terrible. Some walls will be moved, <br />some partitions will be put up according to a design plan. The biggest benefit <br />will be to the public. The director's furniture will be replaced. The total for <br />capital outlay should be $19,000. This budget includes the environmental <br />inspectors, who do the weeds, litter and other outdoor inspections. There are <br />three full time inspectors and one part time, that do nothing but environmental <br />inspections, which is separate from inspectors in the planning department. <br />Responding to Mr. Sharpe, Mr. Ollendorff said that about 90 percent of the <br />write-ups are self initiated by the inspectors. Each inspector has assigned <br />areas of the city and a schedule to get through each street in that area. <br />Depending on the area being inspected will determine how often an inspector is <br />scheduled to inspect. Responding further to Mr. Sharpe, Mr. Ollendorff said <br />that the eastern end of the third ward is divided between two different <br />inspectors, with rotation between inspectors every few years. Ms. Colquitt <br />requested a list of the inspectors schedules and areas of responsibilities. Mr. <br />Ollendorff said yes, and that the neighborhood associations are given their <br /> <br /> <br />
