In addition to Mayor Adams, the following members of Council were present:

Ms. Cassandra Colquitt
Mr. Robert Wagner
Ms. Francine Brungardt
Ms. Stefany Brot
Ms. Shelley Welsch
Mr. Arthur Sharpe, Jr.

Also present was the City Manager, Frank Ollendorff.

MINUTES

Mr. Wagner moved approval of the minutes of the December 6, 2003 regular session
minutes. Mr. Sharpe seconded the motion, which carried unanimously.

Mr. Wagner moved approval of the minutes of the Special Session held on December
11, 2004. Ms. Welsch seconded. Ms. Colquitt pointed out a change needed on page
three which should be changed to read, "Ms. Colquitt does not have a problem with the
development of the tract, but was not comfortable with MSD because of the many
problems that the City has had with them in the past." She had relayed this to another
councilmember and wasn't quite verbalized the way she intended. The motion passed
unanimously, with changes pointed out by Ms. Colquitt.

Mr. Sharpe moved approval of the minutes from the study session on December 11,
2004. Ms. Colquitt noted that she had arrived at 10:20 a.m. and not 10:40 a.m. as
written. Also, on page four, last sentence on the page regarding consensus to set up
an Executive Session, Mr. Wagner said that it should read".., and consider the report
of the subcommittee." Mr. Wagner reiterated that the consensus was to have a
subcommittee and it will meet. Mayor Adams said he thought the consensus was that
the Council would hold an Executive Session to deal with this and then at the
conclusion, a subcommittee would be set up to discuss this matter. Mr. Wagner said he
checked with other members who had the same memory of the discussion. Mayor
Adams said he did not have the same memory.
