Study Session 1944 <br />January 10, 2005 <br /> <br />includes creating an identity for the facility, all related design features, including a logo, <br />advertising tag lines, graphic standards, developing promotional pieces, and designing <br />a variety of collateral elements for this campaign. The goal is to exceed per forma <br />estimates for membership sales, facility rentals, and pool/facility users. Four proposals <br />were received ranging in experience and priced from $25,000 to $48,900. Mr. <br />Ollendorff recommends approval of a base contract with Mellon Consultants for $25,000 <br />with a maximum cost not to exceed $33,200. This firm exhibited the closest match of <br />abilities and experience with our needs and budget. <br /> <br />Ms. Welsch moved approval and Ms. Colquitt seconded the motion. Ms. Brot asked <br />what "branding" means and was advised it is the creation of a marketing identity for this <br />facility. Ms. Welsch made two points: she wants this company to brand the Natatorium <br />as the winter swimming pool so as to encourage increased use and she hopes that <br />future budgets will allow for a major marketing campaign for the entire City. Mr. Wagner <br />asked if the Council proceeds with this contract that mid-way through their strategy, the <br />Council be briefed by the firm doing the work before everything is finished. Ms. Brot <br />said she likes what she has seen of this company's work and will support it, even <br />though she was initially against such a plan. She, too, hopes the City can be marketed <br />in a similar way later on. The motion passed unanimously. <br /> <br />A.qenda Item No. 4 - Restaurant Conditional Use at 6662 Delmar <br /> <br />The City Manager concurred with the Plan Commission recommendation for approval of <br />a conditional use permit for the opening of a Coldstone Creamery restaurant. The use <br />meets the requirements of the U. City Loop with standard conditions for such uses <br />including signs in conformance with our sign code, regular litter policing, provision of <br />containers for trash and refuse disposal, installation of an exhaust system for odor <br />control if necessary, operating hours limited to 6:00 a.m. until 12 midnight, and that <br />seating shall be limited to the layout in the application unless additional parking is <br />provided. This is a high quality business which should enhance the reputation of this <br />wonderful neighborhood for high quality restaurant and shopping experience. <br /> <br />Mr. Sharpe moved approval and Ms. Colquitt seconded the motion. <br /> <br />The City Manager reported zoning for the University City Loop, for anything other than a <br />comparative retail operation, which is permitted; must obtain a conditional use approval <br />by the City Council. Both the Plan Commission and the City Manager agree that this <br />proposal meets all the requirements of the Ordinance and should be approved by the <br />City Council, with conditions including conformance with sign code, regular litter <br />policing, provision of refuse containers, exhaust system control if necessary for odor <br />control, and operating hours limited from 6 a.m. to 12 midnight. Seating is limited to the <br />layout in the application, unless additional parking is required. This business should <br />enhance the reputation of the U City Loop.
