Study Session 1944 <br />January 10, 2005 <br /> <br />included to allow for future changes, if they do begin to serve cooked food. Ms. Welsch <br />asked about the balance between retail and food establishements in the Loop and <br />asked for staff advice about whether this current balance conforms to the views of <br />previous Councils on this issue. She hopes this restaurant served frozen yoghurt as <br />well as ice cream. Mr. Wagner asked if the parking requirements for this establishment <br />are the same as for any other restaurant, and Mr. Ollendorff replied they are. He <br />explained further there are very specific zoning requirements for a food service <br />restaurant per number of seats in the restaurant and that this plan had to conform to <br />these requirements. They actually had to reduce the number of seats to meet the <br />requirements. Mr. Wagner asked how many seats, but Mr. Ollendorff did not recall. <br />Ms. Brot asked if most of the customers would be walking if there could be more seats <br />and was advised by Mayor Adams that required parking must still be observed. <br /> <br />Ms. Brot asked where the parking would be located and Mr. Ollendorff said it was at the <br />rear of the building on private property and along Loop South, which was made one way <br />for increased parking. <br /> <br />The motion passed unanimously. <br /> <br />A,qenda item No. 5 - Shaftesbury Brid,qe Replacement <br /> <br />The tabulation of bid proposals for the above named project is as follows: <br /> <br />HBI Construction ................................... $449, 980.00 <br />Pace Construction ................................ $472,974.80 <br />Goodwin Bros. Wagner ..................................... $528, 807.90 <br />Kozeny-Wagner, Inc .............................. $621,314.08 <br />Engineers Estimate (563,495.60) .............. $664.211.02 <br /> <br />Funding for this project is from Federal and City General Revenue Funds. Mr. <br />Ollendorff recommended that this project be awarded to HBI Construction Co., (subject <br />to MoDOT's concurrence) for their Iow bid of $499,980.00. This project is estimated to <br />begin by summer 2005. Mr. Ollendorff said the City is responsible for twenty per cent of <br />the cost and that part of that amount was all ready budgeted in this fiscal year. <br /> <br />Mr. Wagner moved approval and Mr. Sharpe seconded. Ms. Colquitt commented that <br />she hopes the bridge will be colored all white. Ms. Welsch commented that she hopes <br />the design of the bridge will not include a center support that blocks debris floating on <br />the River Des Peres which has been a problem in the past. Mr. Wagner echoed Ms. <br />Welsch's comment.
