This item should be before the Council in two weeks. The next <br />regular session is February 14th, and the Bill should be read for the second and third <br />times, for either approval or rejection. <br /> <br />COMMENTS <br /> <br />Mr. Sharpe asked Mr. Ollendorff to look into the cost factor of using the Community <br />Center as it compares to the cost of using other community centers in the region and <br />provide him with the results. <br /> <br />Ms. Welsch asked if staff could prepare for the next meeting to share the latest on the <br />ten per cent fee for the government access channel? She communicated with the <br />Assistant City Manager about this issue and is concerned with Charter Communicatons' <br />desire to cut back on the CALOP funding. She does not believe a new ordinance is <br />needed. She wants to begin collecting the fee to increase funds to enable establishing <br />a government access channel. Also, for the next budget cycle, she and Councilmember <br />Brungardt, want the Council to consider installation of lights in the Loop area of <br />University City which are like the new lights installed at the east end of Delmar <br />Boulevard. Further, she called for a better microphone system is the Chamber and <br />hopes it will be in the budget. She also asked Ms. Colquitt and Mr. Ollendorff to share <br />with her their concerns about the bill tabled tonight. <br /> <br />Ms. Brot said in the Week-in-Review newsletter there is reference to Mr. Wagner calling <br />for investigation of the legal authority to deny co-location. She asked for a definitive <br />definition from the City Manager. He advised that the cell tower ordinance lists <br />restrictions and requirements. One is the right of the City to require a cell tower owner <br />to allow other companies to locate on their tower. Instead of ten different companies <br />erecting towers, one tower is erected by the company approved, who must allow other <br />companies to add to it. Company number two then must co-located on the tower. Mr. <br />Wagner's question, according to Mr. Ollendorff, was what if the City did not want <br />companies to co-locate? The City Attorney advised yes, the City can decide either way; <br />for co-location or against co-location. <br /> <br />She also asked about early purchase of pool passes. She expressed her concern <br />about the promise of who could use the pool during the first year. The year has not yet <br />expired, but the Council is being asked to decide about fees on the pre-opening sale of <br />pool passes.
