Regular Meeting
January 31,2005

one which opens up the pool to any non-residents." She does not understand the
discrepancy and asks "how can the discussion of out-sourcing take place when the
Council has not made a decision to change the policy?" The City Manager said the pool
pass sale policy is not being changed and passes are not sold to non-residents, except
those persons approved by the Council: teachers, business people. He suggested
further discussion with Councilmember Brot and said he felt she interpreted the situation
as opening up sale of pool passes to non-residents, and he said it was not what was to
be done. Perhaps it was misleading because a rate for non-resident pool passes was
mentioned, but it only applies to non-residents already approved by the City Council:
non-resident teachers, non-resident business people, and non-residents connected with
Washington University. A rate was needed for these non-resident passes, but these
passes will not be sold to anyone outside of these groups.

Ms. Brot said she wanted additional information about a tree-cutting incident and Mr.
Ollendorff said it would be advisable to discuss it off the record so as not to cast
aspersion upon a private company. She also said the commissions communicate how
they reach their decisions upon various issues and she would like a report upon 501
North Jackson and would like to receive the information from the Plan Commission on
this topic.

Mr. Wagner commented upon the ten percent issue relating to Charter
Communications, first noted by Ms. Welsch. He said that if Charter is sensitive to the
pressures of their all ready high rates, the worst possible way to obtain additional funds
is to remove it from CALOP, one of the most productive commissions in the City.

Ms. Colquitt asked Mr. Ollendorff for additional information about the property behind
the Speedy Quick Print on Olive Boulevard and whether it belongs to the City. Then
she asked that the organizers of the Neighborhood Summit be sent a letter expressing
her appreciation for the good job done on neighborhood stabilization. Mr. Wagner
added that notes made during the meeting would become a report submitted to the City
manager.

ADJOURNMENT

The next regular meeting is Monday, February 14, 2005 at 6:30 P.M. There will be a
study session preceding that meeting, starting at 6:00 P.M., and will embrace one topic
only. The meeting adjourned at 8:20 P.M.

Leisha Meine Forsythe
City Clerk

Page 15
